The Republic of Somers would would propose that the International Peacekeeping Corps only be able to be used in an area where the government with recognized authority allows it, or where there is no order or ability for authority to be enforced.
For instance, these forces should not be sent into a country that is not cooperating with ICJ in turning a wanted criminal in.

FIREFIGHT ERUPTS IN WESTERN KURAKONA
Late last night, the Western Kurakonan kingdom had finally restored communications with the rest of the Sennheiser Union after armed militia groups raided a military convoy running operations near the Kurakonan-Vastari border. The raided convoy was found later this morning, with all personnel killed, and all supplies, including weapons and ammunition, were missing. There was only one towed-artillery piece the convoy brought along, which was missing as well. The lock which secured the payload seemed to be bypassed, as it was found on the ground, in open position.
The Kurakonan kingdom had opened communications with the Central Government after the raid. Hierarch Regis of Kurakona stated that; "We didn't have any other choice. If we were still isolated from the rest of the Union, the kingdom would have been decimated."
This isn't the first time Kurakona had experienced attacks like these. Ever since the kingdom cut networks with the Union, attacks on convoys, forts and naval dry docks came into effect. As days went by, the attacks only got worse.
The Council of Hierarchs approved to dispatch the Union Peacekeepers into Vastar. The Peacekeepers is a subdivision in the Union's Special Forces branch. The Peacekeepers are tasked to keep the Union stable through troubled times, especially times like this for the Kurakonans.
The Peacekeepers will mobilize into Kurakona later next week. For now, Kurakona stands alone.

First, a security council meeting must be held ... at that meeting, the nature of the action and its consequences will be discussed, then the approval or not ... if it is approved, the nations involved offer a fraction of the battalion or division. in that case we don't have a UN ... just a (limited) court I don't recognize it

Somers recognizes these norms not as a single document or UN/Security Council responsibility, but as a principle of international law. We see it as an all-pervasive expectation for states that doesn't come from an overarching authority. They must not be politicized, and instead be seen as the basic expectation for all nations, from the most liberal to the most repressive country.
...that isn't the same. An invasion to take land is something apart from an enforcement action.
