Black market does not directly correlate with crime. If you did not allow any black market, there would be more crime to get the goods that you could get through the black market. If your economy is controlled by the black market, that doesn’t really need an explanation for why crime would spike. Giving the people what they want, albeit in a controlled manner, should balance everything and lead to less crime, as people have ways of getting the shady deals they want legally.
If I continue to increase my black market then eventually it will all work out right? Right?
Well, as I said, you should strike a balance. Give the people what they want but not too much, as that gives the people too much freedom to screw your nation over.

Look at my nation for example,i have almost 0 crime and 0.4% black market (I made every kind of goods legal,so customs and contraband doesn't exist,this eliminates the black market too)

I publicly execute all the criminals immediately after they are found guilty in court...from drunk drivers to murderers - I execute them all.
It also saves me money - because i don't need prisons,nor to maintain the health of the criminal.
