However, it's better to try to have an evacuation attempted than it is to just sit back and watch people die.
25-30 minutes is certainly enough for a number of people to escape, not all, but considering how massive our highway networks are, there's a lot of room for panicked civilians to flee.

Most likely, it is half of that time. Maybe less.

We have no ABM infrastructure yet, we don't spend enough on our military to be able to do that.

Check your Defense Forces stat. Then use the RP rulebook's classifications for each level.
From there, you decide your number of forces. More forces at a lower DF stat = less trained.
