Is this already how it works, or does it work differently?

First, a security council meeting must be held ... at that meeting, the nature of the action and its consequences will be discussed, then the approval or not ... if it is approved, the nations involved offer a fraction of the battalion or division. in that case we don't have a UN ... just a (limited) court I don't recognize it
