Joint research program yields success! A rare element was discovered which interacts with neutrinos. The element has been named Sassinium. It only occurs in significant amounts in rocky planets with active molten cores. When a meteor impacts the right kind of planet, sometimes a pocket of Sassinium will be vaporized and ejected into space by the impact. The Sassinium clouds can be used to collapse the unstable neutrino pulses into a sheer energy state - Which, if done correctly, only exists for a moment before manifesting as various kinds of matter depending on the quantum spin of the neutrinos among other factors.
We can now send matter (Such as persons, starships) encoded as neutrino pulses at light speed to a limited number of star systems which have large naturally occuring Sassinium dust clouds, as well as construct artificial gateways using Sassinium any place we travel at sublight speed.

Good question! The material itself is toxic if inhaled frequently, and can cause cancer, similar to asbestos. However, for void-sealed starships it is relatively safe.
The problem is not so much the material as the process itself. Technically, anyone entering the PEM travel machine has to be destructively analyzed before their information can be transmitted. That means that, technically, the original person dies and a new copy of them is created many lightyears away.
We are not sure yet whether we should really consider that "Dying", since the person's loved ones do not really lose "them" and from "their" perspective life simply continues on ... Even if in reality, the "One life" they are living is the lives of many people who may, in fact, technically be different people who end their lives every time they use a PEM machine.
We're not exactly comfortable with the philosophical implications of all that, but ... Hey, in a country of 2.3 Billion you can find enough volunteers for anything :)
