I'd love to have Michigander as its own culture, but if not, that's cool.
Edit: Nvm, I see that cultures control tech and manufacturing, so the answer would be the latter, presumably.
The NS status of your nation, and the game stats that you build up by the issues you answer, determine the general culture of your nation. The limited resources your choose (via our card resource system) determine the things you can manufacture or grow within your borders. Trade will allow you to obtain additional tech, as long as your nation has the means to do so.
Now I'm confused. So we don't choose our national culture, our NS stats do?
The idea is that you roleplay your nation according to it's NS statistics. You define your nation's statistics by the game issues you choose to answer. This isn't any different than why NS exists in the first place. The only notable exception is that WE -- as a region -- have a resource card system, based on chosen resource cards. The capabilities, and the number of cards you can choose are listed on the two roleplay rules links at the top of the AU region. Culture -- as chosen from one of those two linked rules pages, merely determines the specific real world tech your nation can manufacture (car designs, aircraft, ships, etc). If you want tech that you can't manufacture, you'll have to trade for -- or purchase -- it from any other player nation that does manufacture it. If a culture is unchosen -- from the list -- then any real world tech from that culture does not yet exist within our region/world.
We're sort of in a quasi transitional state with our roleplay at the moment. The door is open to roleplay, but additional build-on rules (like trade, culture exchange, etc) are still forthcoming. None of that, however, is needed for players to start the foundations of their nations -- according to the rules already in play.
