GAR6 defines humanitarian vessels as to include spacecraft and grants them legal protections against being fired upon whilst in "international territory". While there are common understandings of what international territory means in regards to terrestrial navigation, the term verges on meaningless in international space law. Additionally, the bill fails to consider that a spacecraft, whether or not it contains humanitarian aid, is itself capable of being used as an extremely damaging weapon of war with little to no modification. As such, even core worlds of the confederation knowingly violate this policy through their "shoot first" policies regarding spacecraft that fail to change routes that put them on possible collision conics.

Safety standards within the Confederation

For space-faring vessels

Mechanocracy's civilian space fleet delegates its safety standards primarily to three bodies, the Ship Integrity and Safety Commission (SISC), the Safe Passenger and Freight Transport Coalition (SPFTC), and Safety Officer Union (SOU), known collectively as S3. S3 (rarely stylized as SSS) is a super-organization that collectively serves to insure that everyone is safe from unnecessary hazards during space flight. Most crew unions require that their work ships be certified, and even organized crime and piracy crews have been known to demand that their ships have been originally certified by the body.



Ship Integrity and Safety Commission (SISC)
A body that examines accidents and makes recommendations to both trade organizations and governments for regulations and areas of concerns.

Safe Passenger and Freight Transport Coalition (SPFTC)
A trade group consisting of all major shipbuilders that sets standards for safety onboard vessels, and certifies that each new vessel meets the requirements where possible.

Safety Officer Union (SOU)
A union that represents the interests of Safety Officers, who are employed by various governments and corporations to inspect ships stopped at stations to ensure they have up to date safety standards.



A standing policy of the S3 super organization is that their standards will only be applied to non-militarized vessels. Militarized vessels run against the core tenant of safe vessel design; That a vessel is to ensure the safe transit of its passengers without compromising the safety of others. As such, nations and companies operating militarized vessels create their own sets of standards, sometimes based on S3 standards, but often deviating substantially.

Within Mechanocracy, the S3 standard sets have a rocky reputation because they continue to prioritize the safety of organic persons and crew over that of robotic counterparts. Under S3 core principles, a ship that is destroyed but keeps its organic crew safe through that process is considered the ideal safe vessel, which is not of much comfort to crew members whose personhood is integrated in core ship systems. Instead, throughout most of Mechanocracy, a modified standard set called S3e is used which has significant edits regarding necessary protections for integrated systems crew members.


Environmental policy

Mechanocracy's environment was historically around the top 30% when applying the metrics of the World Assembly's World Census Report division. Throughout mid-2022 to August 2023, governmental policy prioritized the success of domestic industries for consumables and consumer products, and failed to account for the negative environmental impacts induced by rampant industrialization.

By August 2023, it was clear that the situation was critical, and efforts to promote the protection and restoration of the environment were deemed necessary. On 29 December 2023, Mechanocracy applied to and was accepted by the Jasni Pact (Linkarchive), a regional climate treaty organization, supplying a delegation to serve the office of Head Chancellor. There is serious domestic concern that the nation will not be able to reach the future requirements of the treaty and may face expulsion from the organization.

Primary areas of concern

  • Prevention of further irreversible damage to the environment: There are areas under Mechanocracy jurisdiction that have been rendered completely uninhabitable to most organisms, and millions of species of organism that have been effectively eradicated due to the total destruction of their former habitats. Preventing further extinctions and destructive land use practices will be a primary aim of future environment regulation.

  • Restoration of damaged or destroyed ecosystems: The general mode of extractive industry used throughout much of the outer rim of Mechanocracy's jurisdiction is particularly damaging because of the total disregard shown for the ecospheres of charter planets (planets sold for resource extraction by nearby polities). In many cases, planets are left devoid of most life, and uneconomical material waste covers large swaths of area. This is naturally more expensive to remediate when compared to the less intensive mining techniques permitted on inhabited planets.

  • Compliance with international law: Mechanocracy is a member state of the World Assembly and has a legal obligation to comply with legislation passed by the General Assembly. Currently, Mechanocracy's compliance with the General Assembly's environmental legislation is questionable at best, and multiple subdivisions of the nation are operating in outright defiance of them. Noncompliance with General Assembly legislation is frowned upon by the international community and can result in sanctioning. Already the nation pays significant amounts to the Independent Adjudicative Office (IAO), and would likely see an increase in the severity of these fines if the geographical diversity of Mechanocracy had not rendered it nearly impossible to fully assess environmental damage.

  • Fullfilling international treaty obligations: Mechanocracy is a part of the Jasni Pact, which announced a target for all members states requiring a top 40% environmental spending scoring by the World Assembly's World Census Report division. When the target was originally announced, this would equate to an assessment of 545.92. Mechanocracy already exceeds this figure by nearly four times. The time table for member states to meet this requirement was stated to be approximately a month. Should the organization create any targets that have a requirement on the environment itself, the nation faces a high risk of expulsion because of previous extreme environmental damage.

  • Ensuring domestic stability: The country has diverted ~3,725 billion Gears to address the environmental crisis, and is likely going to be forced to continue, if not increase, spending on environmental protection. Political organizations and movements may attempt to use this to subvert the authority of Mechanocracy, particularly on smaller planets that are already sympathetic to Extractionalist ideology.

Opposition

The A222 system is known for its elite's absolute opposition to most environmental regulation. A local productivity consultant, LinkXcve A222, successfully petitioned the Mechanocracy's World Assembly Office to put the internationally controversial Repeal: “Star Gazing Day” proposal to vote with support from the nation of Varanius. The bill's intentions were likely colored by Xcve's relation to sun cultists who are culturally opposed to star-gazing, but it's impossible to overlook the Extractionalist tendencies present on the planet.

Managing opposition to environmental reforms is going to require maintaining industrial activity at similar levels while spreading out the activity over a larger area to reduce environment impacts, or subsidizing organizations that are researching more environmentally friendly means of practicing extractive industry.
