Due to the fact that our current military situation is in flux, and the Air Force and Navy Reform acts need to be repealed and replaced, here is a proposed replacement. The act is not necessarily finished, and any criticisms, suggestions, corrections, or anything else would be much appreciated. If there’s something you have a problem with, or something you want to see or be included in the act, feel free to tell me about it.

Noting that the current acts mandating the existence of a regional military are outdated;
Believing that the existence of a region-wide military force is essential to the security of the region from threats both foreign and domestic;
Further Believing, in light of recent conflicts, that a region-wide peacekeeping force may be able to do more to deter and stop intraregional warfare than the current system, or lack thereof;
Worried that weaker nations in the region may be incapable of defending themselves if need be, and unable to sufficiently respond to disaster;

OOC: While we're already on the topic of the military, we should probably finish our Defense Alliance.
What do we have so far, what do we still need?
I believe it was our consensus, that we will only use the alliance in a defensive fashion. Is that correct? Do we want to add (an) exception(s)?
That still leaves the question, how we react in case a member is attacked.
Are we supposed to declare total war on the attacker, mobilizing all our forces, or do we envision less drastic measures, like formally declaring war and sending a portion of our military to help defend our ally, so taking more of a supportive role.
Alternatively, are we free to instead send help in form of supplies or would that not be enough?
So essentially, how much freedom of choice do we have in case of a war?
Aside from that, is there anything else we would need to discuss? Any rules or guidelines we should write down?

OOC: I will most likely be sending supplies and not troops, but I will send Naval support if needed. I think that there should be a discussion when there is a war, and the nation at war can request troops and supplies. Then, we will discuss who will send the troops and supplies.
As for rules, I cant really think of any off the top of my head.

Deep in the mountains of North-West Alexandria, a man wearing a reptilian skull stands in front of a crowd of masked people.
Sweat glistens on the zealous crowd, as they shuffle to an unnatural rhythm.
The cultists chant in a harsh grating language, as the leader stands imperiously above them.
He stands, watching over his feverish following, and smiles.
His rapturous face grins at the rebirth taking place, the Dragon cult restored back to its rightful place.
Even now, the foolish Emperor, who dares to be called a God, is a now completely defeated, without him even knowing it.
The mountain dragon sect has been the most faithful of the cults, but they have united the southern, and eastern sects, and the water and forest dragon followers gather and prepare.
2 of the Royal Guards will help their mission, and most of the officers are either blackmailed, or sympathetic to their vision of a communist Alexandria under the leadership of the cults.
"Yes", he smiles to himself, this is coming along nicely.
OOC: Since everyone is bored, I thought that this RP could be interesting. Nations can help either side, and the results will be lasting. You can support the Emperor, with his monarchy, or the cultists, with their vision of a Communist Alexandria. Both sides would reward their benefactors, but the cultists would be freer with their gifts than the Emperor. They are not above bribing, and will become valuable allies if they win, but if Alexander wins, they may face war in retribution. Same if you support Alexander, and lose. Either way, I would love it if you partook, and this should be a fun experience. However, please do not just dive in, TG me, or respond to this post first. I want to make sure everyone is ready, and prepared to fight. There is no date yet of when it will start, and it will probably last a couple of days.
Edit: BTW, I am neutral, and either way, no matter who you support, I win, so don't hold back if you secretly like the rebels. I have a storyline that I would like to try out if they win.

Edit: I just read the immortal emperors Facebook on his/her military and it looks like my troops are going to get destroyed and my country invaded. Oh well.

OOC: Actually, the commoners are all trained in minimal handgun capabilities, and most support the rebels. The military is torn, some are cultists, but most are not happy with our conquest in The destroyers of christianity, since I go no rewards, so there is discontent. Also dragon cultists, at least the leaders, are almost on par with the Royal Guard. So I give it a fifty/fifty, depending on how joins who.

OOC: I just wanted to say, technically, nobody knows this is happening, you are just saying that you will for information when the leaders do send a plea for help. So no roleplaying that you are sending help, although I appreciated it. It simply would not work, and I just want to be clear. As for the tally,

During the initial discussions, the party was divided on whether to support the rebels who are similar to them economically(being communist), or the government who align with them culturally(being reactionary).
After a long conference with many military leaders, Shrek finally came to a conclusion. The side he chose was announced on VlaRiSsiAn state media.
Supreme Eternal Omnipotent Leader Shrek: “We see this incident happening in the nearby nation of Alexandria. We must support our comrades fighting for a revolutionary cause. While they may not be a similar kind of communism, they still are our comrades. We must install a new revolutionized regime for the proletariat! We may differ from them socially, there is a chance they may even consider us as red fascists, but we are all still red! We must look past our differences and unite for a common cause. All VlaRiSsiAn officials who opposed this decision were.. erm.. put to work.
The Supreme Command makes its final decision, sending a small army of 3.5 million well trained and advanced troops to back the rebels. The military would deploy a mere 150,000 advanced land vehicles, 70,000 artillery, 2,000 naval assets, 15,000 hi-tech 22nd century aircraft and 50,000 military drones. The military also sent only a few trillions worth of highly advanced weaponry for the rebels to use. The new revolution has begun!
