Just dropping in to say hello. Thanks for having me here! While I am new to the DSA, but not new to NationStates. I lost both of my nations that I begin in 2015. I recently made a new one, which now resides in large region as a WA member. Last night I was somehow able to recover one of my old nations from 2015, and I decided I wanted it in the DSA.

Any and all help getting to know the inner workings of the DSA is greatly appreciated! While I am not the biggest role player, I do like to participate in regional government, & WA. I have joined the regional discord under the name USSQPR, as well as the offsite forums. You can find my DSA resident nation under Queer pirate republic

Forgot to post this on the RMB.

Today (now yesterday) is February, meaning it is Black History Month, a time to acknowledge the history and culture of black people and their contributions to the world in the face of discrimination and oppression. With this month, I invite you all not only to learn something of African and African diaspora culture and history but to also help teach others about it when you can.

I myself am not well versed on black history, but I am pretty well versed on queer history and know of many ways that queer identity and black identity have intersected and helped each other. With that, I intend on doing more Mini-Histories ala what I did back in June and October. It won’t be as much as then since my knowledge is limited on the topic, but I will be posting mini-histories during this month on the people that I know regarding this.
If you have anything you believe could help teach others during this month, I invite you to do so.

Mini-History: Bayard Rustin - Civil Rights Activist and Mentor To MLK Jr.

Early Life and Activism

Bayard Rustin was born on March 17th in 1912 in West Chester, Pennsylvania, and was raised by his maternal grandparents. His grandmother was a Quaker and a member of the local NAACP chapter and he grew up under those ideas while attending segregated school, sharing his grandmother's attitude and being an outspoken activist against Jim Crow laws. In his youth, he told his grandmother that he preferred to spend his time with men rather than women (he was gay), to which his grandmother was fine with and responded "I suppose that's what you need to do". After high school, he worked a variety of odd jobs and attending multiple universities, kicked from Wilberforce University for organizing a strike and not finishing his degree at other universities. In 1937, he moved to Harlem, New York City, and joined the Young Communist League, but would become disillusioned and leave the group and the ideology 4 years later, which may have been influenced by the group pulling away from desegregation and focusing less on race issues at the discretion of the Communist International. He would join Fellowship of Reconciliation (FOR), a Christian pacifist organization, in 1941.

Staying firm to his Quaker pacifist beliefs, Bayard refused to join the draft for WWII (draft refusal is different from draft dodging) and was imprisoned for 28 months. As a conscientious objector (refusing to do military service) in a very nationalist USA, him rejecting was essentially consider blasphemy by the public. Upon his release, he helped to found Congress of Racial Equality (CORE), an influential civil rights group, and organized the Journey of Reconciliation. The Journey of Reconciliation was one of the first Freedom Rides, an action that sought to test the Supreme Court ruling of Morgan v. Commonwealth of Virginia that deemed racial discrimination in interstate travel as unconstitutional, a court ruling that Southern States were ignoring and that the Federal government was failing to enforce. By traveling in mix-raced groups on buses across the country to speak out against segregation, he was arrested and imprisoned again. He was also an admirer of Gandhi's nonviolent civil resistance and went to India in 1948 to study it, along with meeting leaders of independence movements in Ghana and Nigeria from 1947 to 1952.

Bayard would be arrested 20 times in his life, almost all of them for activism. In 1953, he was arrested in Pasadena, California, not for activism but for "sex perversion" (aka being gay), caught having sex with two men in a car, and was imprisoned for 60 days and registered as a sex offender. This was the first time his sexuality, which he always attempted to keep quiet, was known publicly. For the rest of his life, his outing would affect his relations with others, with the Fellowship of Reconciliation parting ways with him after he was outed and other groups not wanting to work with him or even blackmailing him, with the idea that it would now hurt the civil rights movements to have him be involved.

His Work With Martin Luther King Jr.

In 1956, he headed to Alabama to assist Martin Luther King Jr. in the Montgomery Bus Boycott, where African-Americans refused to ride the buses in Montgomery, Alabama, in protest of the arrest of Rosa Parks, which lasted a whole year. Bayard and MLK Jr. created the Southern Christian Leadership Conference (SCLC) the following year. He no longer denied his sexual orientation and was open about it, which made civil rights leaders uncomfortable. This, along with U.S. Representative Adam Clayton Powell Jr threatening to leak to the press a fake affair happening between Bayard and MLK Jr. if the SCLC didn't cancel a march they were organizing and MLK Jr. choosing to cancel it, resulted in Bayard resigning from his position in the SCLC, but staying dedicated to the cause.

In 1963, Bayard was assigned by A. Philip Randolph with organizing the March on Washington for Jobs and Freedom, one of the biggest and most well known events of the US Civil Rights Movement (where MLK Jr. gave his "I Have A Dream" speech), an event that President JFK tried (and failed) to convince civil rights leaders to cancel as he thought it would hurt the chances of his civil rights bill passing through Congress. Bayard's involvement as the head organizer of the march was not made public out of fear that his orientation would bring unwanted attention, but the news was leaked two weeks before the event. U.S. Senator (and segregationist) Strom Thurmond railed against Bayard for being a "Communist, draft-dodger, and homosexual," entered his Pasadena arrest into the public record, and Bayard's orientation was then made known to the larger public. Despite this, civil rights leaders, for once, stood with Bayard and the March of Washington happened with Bayard as the official organizer.

End Of Life And Personal Relationship

In 1965, he was made the Director of the A. Philip Randolph Institute that worked to build links between civil rights groups and organized labor, staying director for the next 22 years until his death in 1987, and stayed vigilant in the civil rights movement. In 1977, he entered into a relationship with Walter Naegle who became his life partner. He was not very active with gay rights for most of his life as he considered sexuality to be a private matter, but did become more involved around the end of his life as result of his partner's encouragement. Since marriage was illegal for them, Rustin adopted Naegle, who was 30 years old at the time, in 1982 to ensure that their relationship could be legalized. Adopting your partner was a common practice for same-sex couples before same-sex marriage was legalized for reasons like end of life events, from passing on assets to your partner or having hospital visitation rights (a HUGE thing for same-sex couples during the AIDS epidemic) or even being able to attend their funeral or have a say in their funeral process.

Bayard died of a heart attack in 1987. On August 8, 2013, President Barack Obama awarded Rustin the Presidential Medal of Freedom, the highest award in the United States, for his contributions to the civil rights movement, which Naegle accepted on his behalf. Before this, Bayard Rustin did not receive much attention and was relatively unknown by many people as his sexual orientation damaged his reputation. As result of this awarding, his name became well known and his part in the Civil Rights Movement was finally given the recognition he deserves. He is now honored by many groups for his civil rights and gay rights contributions and, in February 2020, California Governor Gavin Newsom issued a pardon for Bayard's Pasadena arrest and conviction.

|What is The Council Staff?

The Council Staff is the body of residents and citizens that are employed by one or more of the Ministries of the Council. The Council Staff provides a direct path for residents to get involved in the government beyond just Congress. It is ideal both for new residents who want to gain experience in how the government operates, and for experienced citizens who are looking to contribute to the region though our executive branch.

|What Are the Ministries and What Do They Do?

There are currently five/six Ministries: Secretary-General, Domestic Affairs, Foreign Affairs, Role-Play, and President/WA Affairs. The names alone should provide a rough idea of what each Ministry does. In the second part of this post, there are details about the various job opportunities within each Ministry.

|How Do I Join?
.

Getting ahead of ourselves, huh? You haven't even bought me dinner yet. There are 3 things you need to do:

Step 1: Meet the requirements: You will need to (1) Have a nation in the DSA and (2) Be a Member of Congress. If you don't know how to do that, Click On This Link. You just make an account on our off-site forum and then fill own like a 2 question application for that. Pretty simple.

Step 2: Figure Out What You Want To Do. Below, you will find detailed descriptions of the various jobs available within each Ministry. By consulting those, you can decide which Ministry interests you the most. You can join more than one Ministry, but make sure you have enough time to commit.

Step 3: Ask: Ministers gives Staff positions to those who are interested and give them when they feel they need help. Just ask around and see if any need help.

The Ministries And Job Opportunities


Secretary General - Gallifrax

The Secretary General is our elected record keeper and official spokesperson of the DSA. They oversee people becoming Members of Congress, keep accurate records of our laws and Charter, make sure our offsite Forum is accurately categorized, and oversee all our elections and legislative voting. You can apply to be a Council Aide to offer general assistance with Secretary-General responsibilities.



Ministry of Domestic Affairs - Student Loan Debt

The Ministry of Domestic Affairs is one of our two Activity Ministries, in charge of promoting activity in the community, boosting regional morale, looking over the region, and helping members, both new and old, learn about the culture and functioning of the DSA. You can apply to be a Council Aide to offer general assistance with Domestic Affairs or, if you think you're up for it, you can apply to be a Director of one of its Departments.

♦ Department of Immigration - The Department of Immigration is in charge of ensuring the growing population of the DSA is well informed about the culture of the DSA, as well as its Regional Principles. This including helping new residents who have questions, composing the Welcome Telegram that new residents get when entering the region, and being a welcoming face for those who may feel nervous first being here. In this department, you will be expected to help new residents get settled, be available for questions, and find ways to improve how the region welcomes new residents.

♦ Department of Community Affairs - How boring would it be to join a community and there be nothing to do? That's what this Department is for. The Department of Community Affairs is in charge of getting the region active with events and activities. Ranging from games to contests to polls and anything else that can help make the community feel like a community. In this department, you will need to find ways to help stimulate activity among residents and create projects that help in that.

♦ Department of Justice - Philosophical Psychologists: Part of being in charge of domestic affairs is also checking to see if residents are in compliance with the rules. The Department of Justice is entrusted with upholding the regional rules, laws, and principles. This ranges anywhere from assisting member nations in meeting our residency requirements to submitting recommendations for disciplinary actions against any residents breaking the rule to investigating rules violations.



Ministry of Foreign Affairs - Philosophical Psychologists

The Ministry of Foreign Affairs is the diplomatic voice of the DSA to other regions across NationStates. They maintain diplomatic relations with our allies, coordinate foreign policy, and communicate with other regions. You can apply to be a Council Aide to offer general assistance with Foreign Affairs or you can become an Ambassador.

♦ Ambassador: The Ministry, to actually find out what is happening in our allied regions, sends Ambassadors to our allied regions. As an Ambassador, you will send a puppet nation to the allied region you are assigned to and will act as the face of the DSA for them. Learn about what is going on there, chat with the locals, even join in on their festivities and general talks. Every 15 days (so just twice a month), you will give a report back to our Minister of Foreign Affairs of the latest developments in the region. Maybe you'll have a lot of things to talk about, maybe little to nothing, as long as the Minister gets a good idea as to what our allies are doing.



Ministry of Role Play - Student Loan Debt

The Ministry of Role Play is one of our two Activity Ministries in charge of overseeing, developing, and stimulating activity within DSA Role Play. They oversee a wide variety of aspects from the Rule of RP with what is and isn't allowed to the updating of our regional maps to creating events for role play players to engage in and developing any projects that could help make DSA RP more fun, fair, and welcoming. You can apply to be a Council Aide to offer general assistance to the Ministry or you can ask if you can work on more specific projects for the RP community, from anthropology to outer space guidelines to global weather and anything really. Along with that, if you're experienced enough, you can apply be a Director of one of its Departments.

♦ Department of Cartography - Student Loan Debt: A regional map is an important aspect to developing a region's role play as it provides a physical space one can imagine for their nation and helps develop ideas as to what kind of world their stories are in. The Department of Cartography is in charge of creating and maintaining a map for DSA RP to operate in. You will be expected to maintain and regularly or frequently update at least one map to be used by the RP community and to accommodate to the reasonable wishes of RPers with their desired national administrative boundaries on the regional map.

♦ Department of Sports Leagues - Talamia: While [role] playing with yourself is fun, why not [role] play with others? And what better way to do that than in in-character competitions? The Department of Sports Leagues is in charge of forming and developing RP sporting events and/or competitions for DSA RP members. You will be expected to provide some kind of competitive event for RP nations to engage in with some level of frequency. You will decide and lay out how scores and scoring are determined and what requirements there are to be in the competitions

♦ Department of War and Peace - Sessnia: We're in a game where players RP as nations, of course someone is going to want to go to war. The Department of War and Peace is in charge of overseeing and moderating any and all war role plays occurring between DSA nations. You will be in charge of either enforcing implemented Rules of War and Peace or creating and implementing new Rules of War and Pace to ensure that players can easily and fairly engage in war role plays.



Ministry of World Assembly Affairs - Student Loan Debt

Almost every region as a World Assembly Delegate, the person with the most World Assembly endorsements and represent them in the NationStates mechanic of the World Assembly. The Ministry of World Assembly Affairs ensures that the World Assembly Delegate have as many endorsements as possible to strengthen regional security and the region's standing in World Assembly Resolution votes. The Ministry also works towards increasing the average amount of WA endorsements in the region and involving the residents of the DSA in the World Assembly. You can apply to be a Council Aide to offer general assistance to the Ministry.

Role-Players

We at the Ministry of RP are gonna do something we have not done before: an RP Writing Competition!
Members of the DSA can submit a piece of RP writing to the Competition. Once the time frame is over, there will be a regional vote as to who wrote the best piece. There is no topic to this and you are given the freedom to choose what you write about. But we do have some rules

-You can only give one (1) submission to this competition
-It has to be set in the DSA universe
-You must adhere to current RP rules. This means you must adhere to the tech cap of 2150 A.D. and the piece may not be high fantasy writing (a little weirdness is fine, but no summoning fireballs and the like. You know what we mean).
-It must be a new piece of writing. You may not submit a piece of writing you have written before (that's just cheating)
-Your RP piece does not have to be canon. You could either write a piece you can continue to use in your usual RP or it can be an entirely separate RP just for this competition.
-You must link to it on the official Forum Thread. You can either post it directly there or link to it on there from some other source (NationStates Dispatch and Google Doc are the most preferred due to accessibility). If it is not on there, it will not be counted.

You have 1 week to submit your writing piece. Following will be a voting period.
Deadline for submissions will be February 14th at 11:59 PM UTC. No exceptions. If you submit at midnight, it will not be counted.

Mini-History: Josephine Baker - Performer, Spy, and Civil Rights Activist

Childhood and Time In The USA

Josephine Baker, born Freda Josephine McDonald, was born in St. Louis, Missouri, USA, on June 3rd, 1906. Her mother was 19 when she had her and Josephine grew up without knowing who here father was and in a very poor area in poor households, shuffling around between several households of relatives as a child. She liked to put on her grandmother's old clothes and put on performances for friends and family and enjoyed the theater, eventually taking music and dance lessons with a local theater family in exchange for doing work for them when they went on tours. At 13 years old, she got married to a 20-something man (and this age was illegal to be married), this being arranged by a family friend so that Josephine could get away from a man named "Mr.Dad" that may or may not have been in an abusive relationship with her, and the marriage ended very soon after when she sent him to the hospital after hitting him with a bottle.

After, Josephine was spotted by blues singer Clara Smith who convinced her revue theater company to take on Josephine as a chorus-girl and the two of them ended up in a relationship together, but it would end sometime after 1921 when the company left St. Louis to continue their tour and Clara left the company (but she had a successful career after). When the company got to Philadelphia, Josephine met a 23 year old named Billy Baker and later married him when she was 14 (illegal in Philadelphia, but not New Jersey where they did get married). She stayed with him when the company left Philadelphia and grew close to Billy's family, but would soon move to New York City to be in an all-black show called Shuffle Along, leaving Billy behind. While in New York, she roomed with a family called the Sheppards and got in a relationship with their youngest daughter, Evelyn Sheppard, both of them 15 at the time. A friend of hers later in life would describe Josephine as bisexual and others would suggest that, while she was genuinely attracted to men and women, she would use men for material support (like money or sex) and women for emotional support (like love), this possibly being from men who would take advantage of women and so she wouldn't rely on men for emotional support as result.

Shuffle Along went on tour and she eventually stepped up into the lead role of the show, increasing her fame. She would reunite with Billy Baker while on tour but she filed for divorce soon after, the proceedings never actually being completed so they were still legally married, just separated. Josephine would date two more women; a dancer and violinist named Mildred Smallwood, first black woman to appear in the American Dance magazine, and a fellow Shuffle Along performer Bessie Allison, later becoming Bessie Buchanan and the first black woman in the New York State Legislature.

Career In Europe

In 1925, Josephine joined a new company that wanted performers for an all-black musical revue called La Revue Negre in Paris, France at the time having a fascination with African and African-American culture (exoticizing it), and they left that year, with both of Josephine's girlfriends coming to see her off (I do not believe she was dating both at the same time, though, sadly). You might see her with hair around this time that looks overly shiny but that's because of racism. Black performers tried to look more white for their audiences and she did many things, including putting a straightening chemical in her hair the night before her first performance, which burned her hair off. To cover, she painted a hat to look like hair and wore that that night, and that became her look so she maintained that hair style when her hair grew back.

Even though the French were problematic and exoticizing her for her blackness, this led to Paris and France being less segregated and more tolerant than the US was at this time and she was able to mix with white people more, leading her to prefer France over the US. She became very well known and became involved with many rich people who bought her many things, including exotic pets. She owned a snake, a monkey and cheetah she named Chiquita, so Chiquita the Cheetah, which she would take on walks (which was featured in the animated movie Anastasia). She toured around Europe, though faced some racism and racist protests along the way but also did a lot of gay stuff. Josphine would meet a man named Guiseppe Abatino (who was abusive, sadly) and the two fell in love and he became her new manager, helping her fame rise and she started staring in films, becoming the first black woman to have a leading role in a silent film, later being able to open her own club called Chez Joséphine.

In 1935, Josephine and her manager would go back to the US for a contract he arranged for her and she was shocked by the segregation of America after having lived in nonsegregated France for 10 years. Embarrassed by how she was being treated as a second-class citizen again, something she no longer accepted as part of her life, she avoided black districts of cities she visited and kept to appealing to white audiences as well as trying to separate herself from her African heritage in interviews, which was received negatively by black audiences who felt betrayed and by white audiences who felt they weren't getting the exotic black dancer they were expecting (what did you expect from racist white people?) Her manager left early and she stayed for a while and was proud that she could negotiate her own contracts.

In 1936, Abatino died of cancer. She remarried later that year to a French man named Jean Lion and divorced three months later, likely mainly remarrying to get French citizenship and cement her French identity after living in segregation again when she visited the US earlier.

Spyhood, Civil Rights, and Later Life

Due to her high standing in powerful circles and as a celebrity, she was recruited by the French military intelligence officer Jacques Abtey as an Honorable Correspondent, aka an unpaid spy, and she happily accepted to defend the country she grew to love. When the Nazis took Paris, she fled to a chateau in southern France with Jacques and helped to smuggle documents out of France to get them to Charles de Gaulle, the main person behind the French Resistance. In 1941 she became very sick and was hospitalized in Morocco, but continued her spy work and her hospital room became a meeting place for American, Moroccan, and French resistance officials to meet and exchange plans. When France was liberated, she was personally thanked by Charles de Gaulle, made a sublieutenant with a uniform she was very proud of, got an anti-aircraft gun in Corsica named after her, and received the Legion of Honour, the highest French medal for military or civil activity.

During the war, she also performed for American soldiers and was reminded again of segregation when she saw the military was segregated. Feeling guilty as though she abandoned other African-Americans by fleeing to France and leaving them in segregation, she would become very involved in the Civil Rights Movement later in life. She would speak at universities on interracial marriage, demand her audiences for her performances weren't segregated, and was one of the speakers at the March on Washington. When she would go to South America, she would talk very badly about how the US treated black people, resulting in the FBI even having 100s of pages of files on her and believing she could be a communist (imagine being that amazing). After MLK Jr. was assassinated, Coretta Scott King, his wife, asked Baker if she would take on her husband's place as leader of the Civil Rights Movement. After many days of thinking it over, Baker declined, saying her children were "too young to lose their mother." Speaking of children...

While working on Civil Rights, she married a bisexual man named Jo Bouillon and they both had a lot of affairs. She would start a family she called "The Rainbow Tribe", made up of children from around the world of different ethnicities to show that people of different backgrounds can live together in harmony which...ended up being kind of problematic in trying to get the diversity, including raising different ones under different religions. She also struggled to raise them when they became teenagers and she had a complicated relationship with queer identities. She was supportive of it with others but seemed to not like it when it came to her children, trying to prevent her kids from being queer, including sending one of her kids away to live with her husband when he was caught with another boy which...is ironic since her husband was bi, sending her kid away in fear that it would make her other children be queer (sometimes great people end up being problematic).

Four days after her show celebrating 50 years in show business, Joséphine à Bobino 1975, she was found lying peacefully in her bed surrounded by newspapers with glowing reviews of her performance, apparently in a coma. Taken to the hospital, she died on April 12, 1975, at the age of 68.
