Scheduled elections took place in May for the positions of Senator for New Republica South and Senator for Blue Canaria North.

Controlitia of MSPP defeated Dorab of WIP with 32 votes to 28 to become Senator of New Republica South.

Grea Kriopia of MSPP defeated Shy Guyia, an Independent, with 47 votes to 17 to become Senator of Blue Canaria North

Additional Government Changes

~ Some new faces joined the FA team as Valars was appointed Emissary to Warzone Sandbox and Wille-Harlia was appointed Emissary to Independent Order as XKI opened new embassies with both regions.
~ The Cultural Office continued to grow as HumanSanity hired Klick klack and Free Las Pinas as Cultural Office Assistants.
~ Additionally, Wille-Harlia was hired as Deputy Cartographer General to help out Paffnia with the regional map.
~ Delegate Kuriko and Tuga nation were both hired as Account Maskers to help with the uptick in forum activity.

Meet A Nation Interview

In this edition, we have the distinct pleasure to sit down and talk with an Islander who has been with us for a long time but only recently returned from a few years absence. Controlitia has in the past served in TITO Command and on the Council of Nine and currently serves as the newly elected Senator for New Republica South and as a TITO Knight.

GK: To start things off, do you have an earliest memory of XKI? If not, do you remember how you joined NS/XKI?

Control: I don’t really have a concrete earliest memory, but I do remember how I joined both NS and XKI. I joined NS because I came across Lexicon in a public library and liked it. When I looked into Max Barry more, I found out about NationStates. I played it for a bit and then started to get bored with just the one nation (Fosfjapias, named by keysmashing) and created a couple puppets to try for specific government types. One of those puppets got a recruiting telegram from Markanite that included some information about TITO, so I sent that puppet to XKI to join in and all of a sudden it was my main.

GK: So what made you decide to come back to NS after being away for a few years?

Control: I thought about checking in on XKI after years away due to the pandemic, but I rejoined because I wasn’t in college anymore. One of the main reasons that I CTE’d was that I was busy with schoolwork and clubs and such and didn’t have much time for NationStates. I was also usually in class at minor and doing homework or hanging out with friends at major, so I didn’t even have TITO to drive involvement. Now that I work a desk job, I can be around a lot more.

GK: Can you talk about some of the major changes you've noticed in XKI since returning?

Control: One thing that struck me was that politics have gotten more active. In my experience, XKI politics were broadly run along the lines of “if it ain’t broke, don’t fix it” and people didn’t really look to change much. Politics are much more active today and people are actively looking for things that we can improve and innovate on. You can also see a change in tone from the comments in my yaffice; it’d be a lot harder to see Barry going around and pretending to bribe senators today. It’s also odd to be in an XKI without Grub.

GK: And what about things that haven't changed? Do you feel like there are some aspects of XKI that have pretty much stayed the same?

Control: I feel like Taco Island has not changed much. Still spammy, still fun. XKI as a whole is as welcoming and laid back as ever. I don’t feel like TITO has changed all that much either, which works for me 😉

GK: I have to ask, with your extensive past work in TITO as a Knight and former member of Command, how does it feel to be back in action?

Control: It’s good to be back in the saddle and working to protect the people of NationStates from unconscionable griefing.

GK: And do you have any sage words of wisdom as an experienced player to newer nations?

Control: NationStates is what you make of it, so get involved but don’t overcommit. It’ll be boring if you let it be boring, it’ll be overwhelming if you get overinvolved. Find your sweet spot and it’s a great game.

GK: Lastly, can you describe XKI in a single word?

Control: Welcoming.

Constitutional Convention has been Deemed Complete with Various Reforms For the Common Government

The Common Government of Leagio has announced that the Constitutional Convention, of which its location has not been disclosed, has finally concluded with various new reforms that change how the new coming Government will function under it. The President of the Commonwealth stated that "the Convention was a huge success as it helped to find a way to ensure that Leagio has a more functioning government with the opportunity for any changes to be made to be done without out difficult challenges." In order for the Constitution to be ratified for approval, it must be approved through the National Congress then sent to the people for approval. The President of the Commonwealth promised that the people will have the chance to see what this new draft of the Constitution is like and debate on it while the National Congress decides on the motion to send it to the people for a Referendum.

Although, not everyone has illustrated approval of this draft of the new Constitution that has been completed within the convention. Socialist Union Party President Jess Lupi stated the party's strong opposition to the constitution being presented to the Nation Congress. Lupi called it a tool to give more power to those tainted with corruption and could oppress the working-class people of Leagio. Furthermore, she states that the Socialist Union Party was hardly allowed a chance to even have a voice in the debates through this constitutional convention that had recently was completed.

However, many politicans disagree with Miss. Lupi as they stated that she had been offered the chance to speak mulitple times and which she had accepted as she proposed many things to the Convention. Most of which seemed to unacceptable or things that the President of SUP unwilling to compromise on unlike the other parties.

Meanwhile, the Conservative Reform Party called the Convention a great success and the beginning of a brighter future for the Commonwealth. Both the Social Democrats and Civil Populists felt that the Constutition agreed upon gave too much powers to the Common Government of Leagio, but were willing to work with this new model and see how to ensure that both the States and Federal Government are treated equally. The Progressive Alliance Party stated that "while the Constitution was a step forward....it did not meet the type of Federal Unitary Government that [they] wanted."

Once the new Constitution goes through Both Houses of the National Congress, the Constitution will be put up for a three to four week national referundum about the ratification of the Constitution. If it goes through both steps, then the Constituion will officially become the new document that rules the Commonwealth.

POLITICS

Voters saw a new wrinkle in the latest Senatorial Elections. In the battle for Blue Canaria North, newcomer Grea Kriopia jumped off to an early lead over her opponent, longtime Island stalwart Shy Guyia, a lead she never relinquished, garnering nearly 74% of the vote. This signals great things to come for a new generation of politicians that seem to be dominating the scene of late. Further evidence of that new trend could be found in the contest for New Republica South, which featured two relative newbs in Dorab and Controlitia. This one proved to be hotly contested, but Controlitia took a slight lead late in the race for a nearly photo-finish ending.

TIC NEWSROOM STIPENDS

Every newspaper needs a lurid headline, and this is ours. In a move unprededented in the history of XKI, Taco Island Charities has announced a new program...or perhaps we should say NEWS program. This was their official press release:

"At a time when journalism, especially online journalism, often struggles to stay afloat, TIC wants to support the engaging and informative work that helps our regional democracy and culture thrive. For this reason, TIC is proud to offer Newsroom Stipends! From May 1, 2020 onward, any publicly available publication will receive up to 20,000 per issue or per month with an issue published, whichever is less frequent. The publication is free to use or distribute its stipend however it wishes. TIC will determine the amount of the stipend for each publication based on its longevity, number of contributors/editors, and contribution to the Islands' culture and discourse."

All the more exciting for us, TMS has been proclaimed the recipient of the very first Newsroom Stipend, to the tune of 20,000 Tacos! Naturally, our staff is breathless with anticipation at the prospect of maybe receiving pay, after two years of diligent, assiduous, FREE work under strenuous conditions mere yards away from the beach! We figure if we sneak this into print while the publishers back is turned, we might enlist public support for our cause. Our landlords anxiously await!

WA SCENE for May

May was a bit dull in the hallowed halls of the World Assembly. I was mostly confined to my office/janitorial closet for fear of the COVID. When I did venture out, it was through vacant hallways to the WA commissary for some lackluster lasagna or mediocre meatloaf. Noticeably absent from the usually teeming dining hall was the normal melange of dignitaries, lobbyists, movers and shakers that usually provide enough buzz to distract from the not-so-great food.

For the most part, everyone just stayed home all month, consuming Netflix and potato chips and ill-gotten toilet paper. Resolutions came in by courier, fiery committee meetings were replaced with tedious Zoom conferences (into which I occasionally tapped), and remote from-home voting kept all but the heartiest (or foolhardiest) Delegates out of the picture.

That’s not to say there wasn’t WA activity. In fact, it was a fairly busy month in terms of legislation, but it was all pretty pedestrian: Road freight and dog tags and experiments on kittens…a few of my least favourite things. The debates were quieted, the subject matter was tepid, and the one potential hot tamale, which was in queue and ready to pop, got unseated by the unscrupulous agendists who to think their personal beliefs trump the democratic rights of the rest of the Assembly, to vote. Another sign that the institution itself is at risk of collapsing like an overbaked soufflé, under the weight of its own shoddy construction.

And so, the May WA recap isn’t quite the gourmet experience it could have been, but it does fill the void until a better meal comes along. Strap on the feedbag and dig right in:

GAR#487 - Ban on the Administration of Unwanted Substances: I, for one, want my substances, and, if I don’t want them, they sure as hell better not be administered. A variation on this res was previously shot down because was ambiguous. This replacement seemed to appease the majority, and it passed by a 60/40 margin. It is for sure not perfect, and it could see a repeal attempt in future, but for now it’s the law of the land.

SCR#304 - Commend Almonaster Nuevo: An easy winner, and a whopping 90% support for this commendation, citing the target’s region-building efforts, community involvement in several NS World Fairs, artistic contributions game-wide, and generally being a good fellow. This is the kind of commendation I think we’d all like to see more of.

GA - Standards for International Road Freight (did not pass): Not super-glamourous but it was pretty well put together with some common sense recommendations. I think I voted in favour, but it was a rocky road otherwise, and when it hit 82% against, the wheels came off for good.

SCR#305 - Condemn Psychotic Dictatorships: Morover was a busy bee in May and this was the second of three resolutions submitted. Not much to argue against in this one, which put heavy emphasis on the target region’s maniacal leadership and anti-Assembly leanings. 85% supported adding the black mark to the region, which I am sure they’d have framed if they could.

GA - Repeal "Data Protection Accord" (did not pass): Data Protection accord was a pretty hard-fought win for MG, and after having put in such effort, not many in the WA are going to support a repeal for any reason, let alone the weak justification in this attempt. 85% stood by the target, and against the repeal.

SCR#306 - Commend Audioslavia: Big in the RP sporting community and having a lengthy history of mentoring and contributing to large-scale NS sporting events over years, Audioslavia got 94% support in their commendation.

GA - Requiring Promulgation of National Laws (did not pass): Unless you’re IA, the minute you put a word like ‘promulgation’ in the title of your resolution, you’re in for trouble. It’s too bad. It was a very reasonable and well-motivated piece of legislation, but you need that meat and potatoes support for a resolution that brushes up into NatSov territory. Coming off too hoity-toity can tip the balance against, and it did, just by a bit.

SCR#307 - Condemn Auphelia: An IC effort to put the ‘Auphel’ in Auphelia. I found it all a bit niche. It wasn’t RP, which is where I’m accustomed to seeing IC commendations, but rather a celebration of the nation’s IC character within their region and limited participation on the boards. It passed with 66% but at least for me, it lacked that broader community contribution that I look for in a commended nation.

GAR#488 - Repeal "Ensuring Safe Syringe Use": The argument for repeal here was pretty much all based in semantics, and not even really all that accurately. That said, the target got killed with 84% support, despite the pending replacement being kind of crappy. That got fixed, however, and a more comprehensive replacement made an appearance in June, and it’ll be covered here next month.

SCR#308 - Commend Candensia: Another really nicely rounded commendation, citing the target’s leadership, diplomatic abilities, and issue and WA authorship. 91% of voters found it extremely easy to say yes.

GAR#489 - Ethical Treatment of Animals in Research: This resolution gave everyone both warm and fuzzy feelings. Taking care of animals involved in experimentation is ambitious and noble in its way, if not a bit naïve. This somewhat more realistic draft of previously defeated legislation struck a better balance between the two, and saw solid support in its ascension to law.

GAR#490 - Military Identification Tag Act: Another common sense and pragmatic bit of business for the Assembly, ensuring the ability to identify combatants throughout the WA realm. Passed with a large majority.

SCR#309 - Commend Vilita and Turori: Another well-deserved nod to a large contributor in the RP sporting world, not the least of which is a unprecedented 11 victories in WCC sanctioned events. 91% support.

GA - Restrictions On Blood Sports (did not pass): This one straddled across two months, but including it here so it doesn’t get missed next time around. That’s it. It didn’t pass. People like their blood sports, I guess.

My wife and I have both been temporarily laid-off due to the current COVID-19 crisis. Neither of us have worked for weeks, and we've been staying indoors to help stop the spread. We're not really accustomed to spending so much time together. We're both very career oriented, DI/NK, and without the regular time apart while working, we're starting to get on each others nerves. There's only so much cooking and scrabble and Netflix and chill. Any advice to keep us from hating each other by the time this is all over? –Cooped Up

Thanks for your question, and I'm sure there is a lot of cabin-fever going around. I'm going to be careful in how I answer because I'm not a health care professional, and don't want to give advice that contradicts whatever position your government is taking, but I think most jurisdictions are still okay with people going outside as long as they're being cautious. Alone time, or 'me' time is really important in a relationship, even when there is no pandemic. It is even more important now, when couples and families are spending nearly 24 hours a day cooped up together. Lately I've been going out for solo walks after sundown. The streets are pretty empty, and it's actually beautifully quiet. If you own a bike, there's nothing wrong with going for a ride and having some time to yourself. If you feel more comfortable wearing some sort of mask when you ride, then do it. Set a certain amount of time apart from your partner each day, even if it's just being in another room, and do your own thing. Take on a project like a large puzzle, or a good book, or even putting up a new coat of paint, and make sure there's a boundary between your 'me time' activities, and your activities as a couple. Take as much private time as you need, whenever you need it, and encourage your wife to do the same, but be sure to communicate with each other that you're not using that time to escape them (even though you might be) but rather you're taking time to be yourself. Stay safe!

Oh no, that is rather unfortunate! Not to worry, you will be able to get that issue again eventually (they recycle), so you will be able to fix it when it comes up again. However, you don't need to worry too much, often times issues have very strange outcomes and this sort of stuff happens all the time.

New Constitution Passed by National Congress and Ratified By the Leagioan People

After much debating and voting, the Constitution that was drafted in a hidden and protected Constitutional Convention had been approved by both Houses of the National Congress, with the House of Councilors having approved with 152 FOR to 23 AGAINST and the Senate having 30 FOR to 8 AGAINST on Monday. Afterward, as the people of the Commonwealth outside of the Congress was debating over this constitution, a national referendum was held throughout the Commonwealth and so far the results are now concluded in this six Day Referendum. In a vote that comprised of a total 3, 782, 557 people (83.7% of the vote) FOR the new Constitution with only 736, 626 AGAINST (16.3% of the vote) the document. It is estimated that the voter turnout of this vote was near 67.1% of the Voting Population within the nation. With the approval of the people, the constitution has now become the new legal ruling document of the Commonwealth of Leagio.

With the new Constitution, there are now new empty seats within the National Congress that total up to 81 at this moment. The Governor-General with the consent of the President announced that a bill will be sent to the National Congrees to have these empty seats will be filled Democratically by September (months after the election for the EU Councilor Position being held on August, which is something that we cover in the next article; in addition, the same day that almost the rest of the National Congress will be up for re-election). Right now, those seats will be empty until those elections begin.

In addition, this news comes at the same time as the Leagioan Football Association wins the 2020 EURO by absolutely dominating the playing field against Spain last week and then emerging victorious within a very contested playing field against Fremet with a 4-3 Penalty score. The Leagioan Football Association and their fans were very excited for the outcome of the Tournament.

Discord Facelift!

Since the creation of NSUK’s discord shortly after most regions began using it as a major platform for communication, the discord never received much TLC regarding user friendliness and overall encouragement to use it. As such, Discord Secretary Matthew Holmes has been tasked to assist the admins and moderators of the discord in implementing necessary changes such as suggesting new channels and adding bots. What was once a server desolate of activity has now become a place for many citizens to check in and say hello!
The Discord now has a channel dedicated to rules and indicating who is an admin or moderator, allowing for folks to quickly message one of these if necessary. A Public Announcements channel was also added to allow citizens to showcase and advertise their own things going on within the region. A citizen only channel as well as a regional politics channel were added to allow citizens to talk about (or debate) citizen related items without allowing the entire server to see. The bots added allow for a deeper layer of interaction from listening to music, to leveling up depending on how much you’ve talked in the server, to ease of moderation needs!

Coronation of George VIII

On 6 June, 2020, His Majesty King George VIII was coronated at Westminster Abbey!
The Most Reverend Albert Philips, Archbishop of Canterbury, performed the Coronation and administered the sacred oath to His Majesty, in a beautiful ceremony with much fanfare and excitement. (Special thanks to the Archbishop for organising the coronation ceremony!)

His Majesty was congratulated in speeches by several regional officials, including:
- HRH Prince Michael, Prince of Wales
- Prime Minister Lucas Stewart
- Matthew Holmes, Speaker of the House of Commons
- HRH The Duke of Rothesay (formerly King Edward X)


In the words of Speaker Holmes, "George is one of those people that remind me day in and day out why I still play this game." The Prime Minister echoed his sentiments, saying "it's people like him who make others want to stick around and truly become part of our community."

In addition, congratulations were received from several of our allies abroad, including:
- HRBM King Henry IX of the Kingdom of Great Britain (who generously gifted the King a beautiful palomino yearling)
- HM King David III of The Canadian Kingdom
- Prime Minister Sarah Kerrigan of The Canadian Kingdom
- Ambassador Valfor Talleyrand of the Land of Kings and Emperors

And of course, a huge crowd of well-wishers from right here in United Kingdom sent their congratulations to the King!

Among them were the following businesses/organisations that posted a special message of congratulations:

What’s going on Forumside?

The Forum itself has been very busy! We won’t bore you with the details of Parliament or the Government, and instead will focus on what’s been going on in the other places!
Wales had their charter signed for devolution, making them the second constituent nation to devolve. In addition, Wales elected their First Minister which they have chosen to call the Prif Weinidog. The First Prif Weinidog is Ulrich Bauheim who has shown much promise thus far through his activity on the forum. They are currently in debate on their Rule of Order for their legislature called The Senedd and should be moving onto other things later in the week.

Scotland completed their election for First Minister and Klaus Mikaelson secured his position to serve as First Minister. This is now his second term and we look forward to seeing what he brings! Klaus has proposed an item that would require Scottish citizens (those who have residencies in Scotland or are listed as resident holders, not just business holders) to, when running for Parliament, represent the nation in Parliament. This has been met mostly with favor and will likely pass.

We’ve gained a few new citizens, have had a consistent number of posts in a day thanks to Red Lion’s Penny Arcade, and overall look good on the forum!
The Government this term has taken a step back in being the primary driver of forum activity in favor of allowing the citizens and active members of the Constituent nations take center stage. New businesses and residencies have been created and at times, the constituent nations are even more active than Parliament!
