Moving a bunch of nations into the region, entering the WA, and endorsing their leader or raid captain or whatever. Every day there are 2 WA updates which allow for the ascendence of a new delegate.

Passwords are a full stop, but the most practical way to keep the region raid proof is to make the Delegate a Non-Executive position as well as to heavily enforce a endorsement count.
