Brief Purpose: To allow for the creation, maintenance, protection, and usage of a frontier region as a territory of The Free Nations Region to create a new source of new nations in the region and properly integrate them.

Frontier Act


Section I: Creation of Frontier

  1. The frontier of The Free Nations Region shall be the region Hive.

  2. Hive shall maintain an embassy with The Free Nations Region.

    1. The embassy of The Free Nations Region shall be placed first in the order of embassies of Hive, and Hive in the order of embassies of The Free Nations Region.

  3. Hive shall be considered an extension of The Free Nations Region's sovereignty.

  4. The World Factbook Entry of Hive shall indicate that it is a property of The Free Nations Region and under the protection thereof.

  5. In the case of invasion or instability within Hive, the Free Nations Defense Association shall be deployed to maintain order and the President shall be empowered to summon allies to the defense of Hive.

Section II: The Chief Protector

  1. The office of the Chief Protector is hereby established.

  2. The Chief Protector shall hold the World Assembly Delegacy within Hive.

    1. The Chief Protector must abide by the decisions of the World Assembly Ministry in regards to approval of and voting on proposals in the World Assembly.

  3. The Chief Protector shall be empowered to defend the region against invasion, subversion, and matters of crisis. To this extent, they shall maintain a high endorsement count.

  4. The Chief Protector shall be chosen by the Chief Administrator.

Section III: The Vanguard Council

  1. The Vanguard Council is hereby established. There shall be no minimum or maximum number of Vanguards.

    1. The Chief Protector shall be an ex officio member of the Vanguard Council.

    2. A list of the Vanguards shall be published in a dispatch by the Chief Protector, and pinned in the region of Hive.

  2. The Vanguard Council shall be granted authority over the protection of Hive. To this extent, they shall maintain high endorsement counts.

    1. The Vanguard Council shall be empowered with deciding upon an endorsement cap for the region. This endorsement cap shall be posted on the World Factbook Entry of Hive.

    2. The Vanguard Council shall be empowered to ban and/or eject any violators of the endorsement cap as well as any nations entering the region which are suspected of subverting or invading the region, or otherwise betraying affiliation with invader organizations or regional militaries.

  3. Vanguards shall be nominated by the President and confirmed by a supermajority of the Citizens' Assembly as defined by the Constitution.

    1. Vanguards shall be citizens holding World Assembly status within the region of Hive, and shall endorse the Chief Protector and every member of the Vanguard Council.

  4. The office of the First Vanguard is hereby established. Should the Chief Protector be unable to hold the World Assembly Delegacy for any reason, the First Vanguard shall assume the Delegacy on behalf of the Chief Protector.

    1. The First Vanguard shall be chosen by the Chief Protector from amongst the Vanguard Council.

    2. The First Vanguard shall be held to an endorsement cap equal to the endorsements of the Chief Protector minus one.

  5. Should a Vanguard resign from the World Assembly, it shall constitute resignation from the Vanguard Council.

Section IV: Minister of Frontier

  1. The Ministry of Frontier is established as a permanent Ministry of The Free Nations Region. The President shall not have the power to abolish this Ministry. All other Presidential powers over Ministries and Ministers shall be extended to the Ministry and Minister of Frontier.

  2. The Minister of Frontier shall be elected alongside other Ministers of the Free Nations Region, or otherwise chosen through existing protocols set out in law.

  3. The Ministry of Frontier shall be granted the authority over integration of newly founded nations in Hive, and with maintaining an engaging culture within Hive in cooperation with other Ministries of The Free Nations Region.

  4. The Minister of Frontier may nominate a Deputy Minister per the laws and procedures of The Free Nations Region.

Section V: Regional Officers

  1. Six Vanguards shall be designated as Regional Officers in Hive, granted the authorities of Border Control and Communications. This shall include the First Vanguard and five other Vanguards chosen by the Chief Protector.

    1. No other individuals may be granted Border Control authority within Hive.

    2. Bans enacted by the Moderation of The Free Nations Region shall be executed by the Vanguard Council in Hive.

  2. The President shall be designated as a Regional Officer in Hive, granted all authorities except that of Border Control.

  3. The Minister of Frontier shall be designated as a Regional Officer in Hive, granted all authorities except that of Border Control.

  4. The Speaker shall be designated as a Regional Officer in Hive, with the authority of Communications and Polls.

  5. The Chief Justice shall be designated as a Regional Officer in Hive, with the authority of Communications.

  6. An Election Commissioner chosen by the Commission shall be designated as a Regional Officer in Hive with the authority of Communications.
