Battle of Gazai
Gazai, a small town on the outskirts of the province of Solondo. There the rebels sat. An argument had broken out between them as to what they were fighting for. Most wanted to be independent but a few wanted to be integrated into Balticonia. The argument escalates into the 2 sides throwing rocks, then a gunshot was fired. Gunfire was exchanged between the 2 sides until suddenly they were ambushed by Adriano Viola. The rebels stopped their infighting and turned on the Old Utopians but there was no hope. Most of them had already been massacred, the others fled. The battle was a resounding success for Adriano Viola, he had only suffered 490 casualties as opposed to the 27,000 of the Batomborians. The remaining 3000 are in hiding but most of them have already been found and killed.

Article I
I. The nation shall be henceforth divided into six divisions that will divide the nationalities of Balticonia.
II. These administrative divisions shall be: Marprovia, Tooco, Baltia, Pondel, Sasta, and Frihomptia
III. His Majesty, King of Balticonia shall henceforth be prohibited from making any law favoring one region over another.
IV. His Majesty, King of Balticonia shall henceforth be prohibited from making any law that applies to a single region or multiple regions unless it applies to all regions.
V. Each region shall appoint a governor for that region by popular vote
VI. These elections shall be held every 8 years, with elections taking place in the second Satko of every first Clavum of the Shavoto. A special election shall take place at the soonest possible time to determine the governors who shall serve the terms until this scheduled election
VII. This governor shall create laws for that region, but may not make any law for another region
VIII. This governor shall not create laws that contradict a national law made by His Majesty, King of Balticonia
IX. His Majesty, King of Balticonia may make any national law even if it contradicts regional laws. In this case, these regional laws are discarded in entirety
Article II
I. The regional government shall not make any law enforcing a tax in the inhabitants
II. His Majesty, King of Balticonia may only make a law introducing a tax if it is agreed upon by at least three governors
III. His Majesty, King of Balticonia may not enforce a tax on any single region or peoples.
IV. His Majesty, King of Balticonia shall be commander of the Balticonian military.
V. Each governor shall have the power to prevent any military unit from entering his region unless they are composed at least 40% of natives of that region.
VI. Each region shall be required to raise a militia to defend the region from invasion
VII. A governor may declare a State of Emergency. In this case, His Majesty, King of Balticonia may make laws specifically for that region, favoring that region, or disfavorring that region
VIII. His Majesty, King of Balticonia may declare a State of Emergency when a region is in a revolt supported by the governor. In this case, the king is entitled to all the same privileges he would be entitled to if it was declared by the governor
IX. A State of Emergency shall last one Satko or until annulled by His Majesty, King of Balticonia.
