The Liberal Democrats realize that puppet voting exists, but also we understand that it is becoming less common(But lately has become a little more common), so we support some measures of electoral reform.

Easier said than done. Some people either can't be in the WA for...reasons, and some people simply just don't want to be in the WA. If we enforced the WA citizenship more strictly it would be harder for non-puppet non-WA nations to get pardons because we'd practically be fraught with the idea of puppet voting

You should really put some air quotes in those “reasons"( I mean the only other reason I can think of other than I don't want to join is RP and that's it)

I use my puppet nation for my WA membership to protect the policy purity of my main nation. So that would mean bringing a puppet to the region just to meet the WA requirement.
