Refugia aims to be a friendly, laid-back community, which is open to players of all skill levels. Nations who wish to become more active in the region, however, should consider joining the World Assembly (WA). WA nations are able to vote on international law, and receive exclusive benefits within the region, such as the ability to vote in regional polls and elections, get a spot on Refugia's map, and even run for office when elections come up! If you're interested in joining the WA, check out this article, and make sure to endorse our delegate.

If you'd rather just chill with us, that's perfectly fine as well. We have an offsite forum, as well as frequent discussions on the regional message board (RMB), which everyone is welcome to participate in!

I don't like rain when it rains on dogs. Wet dog smell is not pleasant.

I actually don't mind the smell of wet dog. To me it's just a dog smell, and I like dogs a lot more than I dislike their smells.

Petrichor is nice, it almost smells magical. The only instance I can think of when rain doesn't smell nice is when you're near a dogwood tree. They smell like someone smashed several bottles of unwashed wet dog perfume, and the rain makes that smell even stronger.

Commend The Atlae Isles will be coming to vote shortly. I am personally in favor of this Commendation. The commend is well written, Atlae is very deserving, and both the author and the nominee are active in our regional community, which for me is enough to support. I won't be able to get the recommendation out before the vote in all likelihood, but I'm open to input for how I ultimately do write it.

I think I t’s more unpleasant when my dog prances out into the rain, stands in front of me and shakes it off, then goes back into the rain and does it all again.

Lol, mine too-- I have a 9mo old puppy and he thinks it's funny to go literally roll in puddles and then shake the water off on me, or come inside and jump on my bed and roll around on it. Sometimes I think he just wants to spite me lmao.

Hi all!

A new proposal has been submitted to Commend Honeydewistania. You can find the proposal here: page=UN_view_proposal/id=calamari_lands_1617893824

Honeydewistania is an accomplished WA author and a long-standing contributor to NationStates' anti-fascist militaries and regions. The bulk of the proposal is devoted to listing and categorizing the WA resolutions that Honeydew has passed, focusing on new legislation, repeals, and co-authorship. While the volume of work is undeniable, there are some who express frustration with some of the quality and purpose of Honeydew's past proposals and think commending for these would not be appropriate despite how numerous they are.

I'm currently planning to not issue a recommendation on this proposal. There's a set of arguments going each way that I can detail in the proposal, and I don't see those arguments as being so lopsided one way or the other that I think I can issue a clear and unambiguous recommendation. I will still put together a write up explaining the arguments.

Summary

Commend Honeydewistania seeks to recognize the nominee for their extensive contributions to General Assembly and Security Council authorship, various regional governments, and their work for the NationStates anti-fascist cause and its associated governments.

Analysis

The "Recongizing" clause that makes up the bulk of this proposal does an effective job listing Honeydewistania's extensive credentials as a WA author, grouping the resolutions into four categories: new GA resolutions, repeals of existing GA resolutions, SC resolutions, and co-authorships. The sheer magnitude and scale of Honeydewistania's WA authorship, how impressive it is, and the way it contributes to base-line commendability of the nominee is significant.

Despite this, however some Refugi have expressed concerns about the quality of the assorted proposals. For example, many of Honeydewistania's proposals were Repeals, which are easy to write compared to authoring full GA resolutions, and often felt like opportunism to claim authorship credit rather than a contribution to the existing GA cannon. There was also concern that 1B misrepresented GA#498 because the frame of "coercion" did not match the resolution purpose. Finally, there was some concern about the Commendation text's ability to appropriately frame the significance and Commendability of these proposals, for example avoiding an opportunity to explain the importance of co-authorships with new authors to the overall health of the WA community.

On the other hand, some of Honeydewistania's resolutions represent quality writing and are quite impressive, specifically including their work on SC proposals recognizing contributions to the antifascist cause (Commend Vippertooth33, Commend Sierra Lyricalia, and Commend The Red Fleet) and their proposal to Commend Singapore No2, all of which are appropriately situated by the proposed resolution. A possible better iteration of the resolution text, should this one fail, would elaborate more on these proposals while paying slightly less verbiage to the author's GA repeals.

The "Applauding", "Further applauding" and "lauding" clauses within this proposal recognize Honeydewistania's contributions to anti-fascist causes within NationStates, specifically through leading occupations of fascist regions and conducting infiltration work against those regions. While these contributions are certainly commendable, it is unclear if their significance is such that the nominee would warrant a Commendation absent the authorship clauses. Additionally, it should be noted the "Lauding" clause about the nominees work in Mariner Trench could use further elaboration as to the specific organization building actions led by Honeydewistania.

Recommendation

Given that there are competing perspectives as the Commendability of Honeydewistania in general and there are both strengths and weaknesses in the drafting process for the resolution, the Security Council Correspondent to the Councillor of WA Affairs of Refugia does not issue a recommendation on Commend Honeydewistania but does offer this comprehensive breakdown of the relevant arguments in hopes it can guide Refugi deliberations.

This is a very well written informational dispatch, thank you for making it.

If a commendation is supposed to be a capstone for someone's career, it or the nominee should inspire in people more than a shrug. The lack of enthusiasm about this speaks more to me than the text of the commendation is attempting to. As it would be a waste for me to abstain, I will be voting against.

March Elections

Wischland was elected in a landslide delegate election, and transitioned to the role soon after announcement of victory. Meanwhile, Zaberaz hapang secured their bid for Himes West after an uncontested campaign. Finally, Lyonnesse East saw the most activity, with both Porflox and Kohnhead running serious campaigns for the seat. After a close and exciting week of voting, Kohnhead emerged victorious. Porflox was however soon appointed to serve as Blue Canaria North after an opening for the seat appeared following Wischland's successful bid for delegate.

~The Council of Nine repealed The House Continuity and Closure Act due to its redundancy after The House Closure Requirement Reform Act was passed.

Islander Achievements

~10000 Islands's RP region A Taco Archipelago in its just under one year of existence has beaten out 10000 Islands's post count in the past 10 years (since the creation of RMB archives)!

~The Mad Surfer published its last issue this month (here) because of increased Real Life obligations and the increase in regional news bulletins which you can read more about in the article. Thank you Jabberwocky for the continued editorship and the entire staff for creating an amazing newspaper for three whole years!

XKI Game-Side

A regional poll by Jabberwocky asked Islanders what device they'd want to have. Lightsabers from star wars overwhelmingly won, mostly due to islanders having no clue about what the other ones were.
