up to a point. once you hit 40 below its impossible to get warm. but even at 100 degrees one can manage.
When my car broke down in the everglades last month, it was a feels like temp of 100. I was out there for just under 5 hours waiting for a tow. Had I been in cold weather I would have suffered a lot more damage physically (frostbite, hypothermia, etc) than I did from being hot for five hours.
