Simple pick a file on your computer or cell phone then go to settings on your NS account. Once your there scroll to the flags section. Then click the link that says "create your own flag!" click it. Then click "choose file". Pick your file. Finally, choose whether or not you want ripples in your flag by clicking the ripples effect box on or off.

Indeed. The current open spots are France, Italy, Belgium, Serbia, Romania, Bulgaria, Portugal, Japan, China, Montenegro, and Siam. I recommend taking a European state. We need a France (Ultior will use an alt account if needed), Italy, Serbia, and a Belgium to make this a quality RP.
