The fleet agrees, as the yacht enters OU territory. It makes dock in an open port, and the Secretary of State walks out with 4 military officers. He puts sunglasses on his eyes, as it is a very bright day. The fleet waits just outside OU territory, so close that you can see the HUR flag.
