Not necessarily. If there's an RP that's bothering you OOC for a long time and is boring to do and is repeated over and over for so long that it's starting to anger everyone involved, then I think you have a right to void it. You definitely do from a rules perspective.

But I can also see the frustration and anger on Shinnokawa's side. NUSSR wouldn't even respond to Kianhua during this war for more than a week (12 days) even though he was online. Imagine starting a war and then having the defender not respond AT ALL. I can see why that would make Shinnokawa/Kianhua upset.

However, because of USR's fear of losing because of the advisory of the Department of Foreign Affairs, the Executive government has decided to settle with an open borders policy with Kianistan and USR.
