As he walked down the halls of the base, past rushed personnel, and frantic officers, a wolfish grin overcame him. Fubuki would prove itself once again.

The control room was quiet when he entered, personnel quietly running maintenance checks on the IRIS system, readying their strike on the now antiquated system. A thrill ran through the man, as he took his seat. "Alright everyone, what's the situation?"

"We have satellite confirmation on all San Sierran targets on the Shiro islands, Fubuki strike fleet is in position, we can commence the strike at any time sir!"

"All electronic warfare suites online. Minefields three and four, online!"

"Mobile artillery, ready to fire!"

Koba chuckled. "Well then, what are we waiting for? Fire it all. Let not a single one of the foreigners live! Contact the strike fleet, tell them to let loose their first strikes."

"Yes sir!" The room called, as warning sirens began to blare through the base. As the IRIS system began to release its endless chatter, and the tactical screens filled with missile alerts, Koba smiled. This was warfare, something he had not felt since Scarlet Empire, and it filled his veins with fire. His troops knew Shiro, they knew its fortifications, its quirks, and every location the Sierrans had fortified and built up. This was their playground, and his men were about to begin the slaughter.

In the space of seconds, the IRIS system relayed the orders from high command down to the troops. Across the island chain, radars, communications, and cell phone networks crashed as Charitian jammers went up. The island was filled with the roar of anti-ship ballistic missiles, as launch silos, batteries of missile artillery, and a flotilla of warships dispatched hundreds of tons of ordnance to the hapless Sierran fortifications and warships who filled the former territory. Satellites were barraged with anti-satellite missiles, and ammunition depots were subject to cruise missile strikes.

Thus began the revenge of Charitia.

From the decks of the carrier Taiyo, a pilot climbed into her jet black type-170 next generation fighter. The radio squawked as she, with a deft series of commands, brought the massive aircraft to life. A jolt shook the plane as it left the sleek carrier and climbed into the sky. With a smooth twist of the throttle, the plane joined with the 40 other circling aircraft that composed the air group of the Fubuki strike fleet.

Her name was Amiya, and she was part of the famed Strike witches that had ripped apart the San Sierran navy during the Scarlet wars. Now, the witches would bring death to San Sierra once again. The payload on her aircraft was three hundred pounds of explosive, carried in five air to ground missiles. Deactivating her radar, she hooked up to IRIS, and began moving along with the air-group, towards their first target, a San Sierran destroyer last spotted one hundred kilometers to the West.

"You've changed Haji." Marianne remarked as Hajira left the war council's room. She was wearing her customary loose attire, a stark contrast to Hajira's formal imperial robes.

Hajira nodded. "If people see us as so weak as to declare war on us without reason, I failed. Now I need to regain the pride you squandered away with foolish wars. You lacked cunning and brutality, and wasted the blood of our people, I refuse to do the same." She turned into her office, and pulled a file from her cabinet, slamming it down on her desk. "Take a look Marianne, this is your next assignment."

Marianne flicked open the file, and as she read, a smile grew on her face. From the file peeked, in blood red letters the name;

OPERATION: PRIDE

Section 1: PREWORD

The International Court of Justice in Paragould, Volinovia, publishing these laws of war, wishes that these laws help make a difference through the world and that we can unite around them so we can make war less brutal. We also hope to secure the safety of people who have no way to defend themselves and who are innocent. Violation of these laws is subject to criminal offense in the countries that enforce them.

THE PARAGOULD INTERNATIONAL COURT OF JUSTICE HERBY;
Defines the Right of Self Defense, as the right of a person to defend themself. This right can not be taken away.
Defines Unintended Casualties of a military action as the accidental killing of civilians or non-combatants. This is a reality of war.
Defines Appropriate Action as a Military taking all the actions it could to abide by the Laws of War.
Defines Inappropriate Action as a Military taking actions that are against the Laws of War.
Defines War Criminal as a Person who has broken a Law of War.
Defines the Rights of War Criminals as the right to a fair and free trial with an unbiased judge and jury.
Defines the Punishment of War Crimes is to be decided on by the judge and jury of the trial.

SECTION 2: Humane and Ethical Treatment of Prisoners

THE PARAGOULD INTERNATIONAL COURT OF JUSTICE HERBY;
Defines Combatant as any person(s) who attempts to do harm to an enemy during a time of war.
Defines Prisoner of War as a Combatant who has been captured by their enemy.

1. Prisoners have the right to request items while in a secure facility.
2.1A. Prisoners have the right to water upon request.
2.1B. Prisoners have the right to cigarettes upon request.

2. Prisoners must be taken care of.
2.2A. Prisoners must be fed enough to sustain themselves.
2.2B. Prisoners must be fed meals equivalent in quality to those eaten by the military of the country they are captive in. (MREs)

3. Prisoners may not be harmed or executed without proper trial.
2.3A. If the prisoner is a war criminal then they should be tried at the International Court of Justice in Paragould, Volinovia.

4. Prisoners of War have the right to adequate medical treatment.

5. Prisoners of War have the right to receive the facilities to practice proper hygiene.

6. Prisoners of War have the right to practice faith and keep all personal and non-contraband items. An exception to weapons, and military documents.

7. Prisoners of War have the right to send and receive mail.

8. Prisoners of War have the right to receive packages containing non-contraband items such as food and clothing, or educational, religious, and recreational materials.

9. Prisoners of war have the right to select a fellow POW to represent him or herself.

10. Prisoners of war have the right to receive humane treatment.

11. A prisoner of war has the right to have a copy of the Laws of War and any humanitarian documentation, including any special agreements, posted where it can be read. The Laws of War and any humanitarian documentation, etc., must be written in the proper language and available upon request.

12. A prisoner of war has the right to have a copy of all camp regulations, notices, orders, and publications about POW conduct posted where it can be read. Regulations, notices, etc. must be in the proper language for POWs to understand and available upon request.

13. Prisoners of War should not be compelled to join the Armed Forces of their enemy.

SECTION 3: Military Targets and Attacks

THE PARAGOULD INTERNATIONAL COURT OF JUSTICE HERBY;
Defines Military Target as a place in which the enemy occupies and you can launch an attack on.
Defines Civilian Object as any Target that is not a Military Target
Defines Protected Target as a place in which civilians congregate or a place in which aid is being rendered.
Defines Biological Warfare as warfare using biological weapons.
Defines Non-Combatants as soldiers who can no longer fight due to being a POW, Sick, or Injured.
Defines Extreme Weapons as weapons that can not distinguish between military and civilian targets. EX: Clusterbombs, Napalm, etc.
Defines Children as anyone under the age of 16.

1. Militaries, when attacking a target, should use a proportionate amount of armaments.
3A. EX: Using 2 or 3 bombs from a jet when attacking a tunnel entrance.

2. Protected Targets are any of the following. These should not be attacked or occupied by anything besides civilians, aid workers, or non-combatants.
3.2A. Hospitals.
3.2B. Humanitarian Camps, Convoys, Personnel, or Positions.
3.2C. Civilians.
3.2D. Combatants that can no longer fight. Sick and Wounded.
3.2E. Places of Worship.
3.2F. Facilities that Civilians will need to survive.

3. A Protected Target loses it's Protected Status if it contributes to specific military operations of the enemy and its destruction offers a definite military advantage for the attacking side.

4. Biological Warfare must not be used.

5. Extreme Weapons must be used sparingly if at all.
3.5A. If used militaries should try to make sure it is away from all nearby civilian targets.

6. Recruitment of Children into a military is prohibited.

7. Using Civilians as Hostages or using civilians, or other protected individuals, to make an area immune to military operations is prohibited.

8. Intentionally using starvation of civilians as a method of warfare by depriving them of objects indispensable to their survival, including wilfully impeding relief supplies is prohibited.

9. Ordering the displacement of the civilian population for reasons related to the conflict, unless the security of the civilians involved or imperative military reasons so demand, is prohibited.

10. Attacking Civilian Objects is strictly prohibited.

SECTION 4: Sick and Injured Person(s)

1. Sick and Injured Person(s) must be treated no matter what side they are on.
1A. Enemy Combatants who are sick and/or injured are no longer combatants if they offer no resistance and must be cared for as well.

2. Humanitarian Aid Workers must be allowed to do their job. No side can stop humanitarian convoys.

SECTION 5: Occupation and False Flags

1. No side will make improper use of the flag of truce, the flag, or uniform, and/or insignia(s) of the enemy for a military advantage.
5.1A. The same applies for insignias and flags of neutral nations and humanitarian organizations.

2. A military can not order civilians to leave their homes as a method of deportation.

3. A military can not order it's own civilians to move into the land it now occupies.

4. Destruction of Personel Property of the Enemy and it's civilians is strictly prohibited.

5. Pillaging a settlement, even if taken by assault, is prohibited.

6. The passing of sentences and the carrying out of executions without previous judgment pronounced by a regularly constituted court, affording all judicial guarantees which are generally recognized as indispensable is prohibited.

SECTION 6: Terrorism

THE PARAGOULD INTERNATIONAL COURT OF JUSTICE HERBY;
Defines Terrorism as; the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims.

1. Terrorism is strictly prohibited.
6.1A: A subcategory shall be made for bioterrorism; an act of terror using biological chemical agents.
6.1B: A subcategory shall be made for cyberterrorism; an act of terror using the internet.

SECTION 7: Enviormental Factors

The Paragould International Court of Justice understands that during times of war appropriate actions must be taken to combat an enemy force. But precautions should be taken to protect the environment of the battlefield.

1. Negligent Destruction of Wildlife, Ecosystems, and Environments is strictly prohibited.

SECTION 8: Jus Cogens

THE PARAGOULD INTERNATIONAL COURT OF JUSTICE HERBY;
Defines Jus Cogens as; values taken to be fundamental to the international community and that cannot be set aside.
Defines; the following actions in violation of Jus Cogens.

1. Aggression.
2. Genocide.
3. Crimes against humanity.
4. War crimes.
5. Piracy.
6. Slavery and slave-related practices.
7. Torture.
