Alright, so there's this new Emperor. There was a short period of not having an Emperor before him, and the country kinda started collapsing. But that's alright. He's here to fix that. He is also a huge jerk, but that doesn't change the fact that he can still do his job.

His first order of business is to get himself a child. Because of the way the country was founded, the child doesn't need to specifically be a boy or girl. It just needs to exist.
But he's not married so he needs a wife.

In his seventh year of ruling the Imperium he still hadn't found a wife. But he had made several changes to the marriage system, including a law that says that you can't marry your siblings, cousins, or any of their descendents. This was created to try and stop inbreeding among the nobility which was a huge problem at the time. (Remember that law, because it's going to bite him in the leg later).

So since he's having trouble finding a spouse, he's gonna instead go on a huge tour of the empire to figure out what each part of the country needs to fix themselves. His brother is the Dukes and the Emperor doesn't have the best relationship with him. Because of this, he hasn't visited the duchy in over a decade, and has never even met his brother's daughter. But it's in his brother's duchy that he sees the woman of his dreams. For him, it's love at first sight.
There is the issue that she's under the legal marriage age, but he's the king so he can just make himself the exception to the rule.
That's strike one.

So now he's made a way for him to legally marry this girl. But now he has to make her say yes. And after a full day of trying she still hasn't said yes. As the king, this is a huge insult to him.
So he orders her excecuted without a trial, which is a complete violation of every existing Imperial law.
That's strike two.

Luckily, the brother sends in a group of mercenaries to rescue the girl and bring her back to his castle.
Since he's now dealing with his brother, the Emperor doesn't want to just kill him. So instead, he calls all of the nobles to his own castle so they can have a discussion about this issue. He also brought a book of new laws so that while this discussion was going on, the other nobles could familiarize themselves with them. One of these laws is the aforementioned 'no inbreeding' law.

So after a heated debate on whether the brother would release this girl or not, the brother gets frustrated and says that the Emperor can't even legally marry this girl. Now, we already knew that because of her age, but there's apparently another reason. What is this reason that the Emperor can't marry this girl? Well as it turns out, this girl that the Emperor is trying to force to marry him is actually his niece that he's never bothered to meet. Marrying her would be a violation of the inbreeding law.
And in front of all the nobles in the country, with a book including the law being passed around the room, the Emperor declares that he's going to do it even if it violates one of the laws he wrote himself.
Strike three, now the Nobles are revolting

And that's why at least half of the stuff that exists in official Imperial history is bullsh*t.
