Reforms.

While the Movimiento para la Cuarta República was elected as the ruling party by both executive and senate, they weren't allowed to ratify a new constitution nor re-establish San Sierra from a third republic to the fourth republic. However, they were allowed to pass bills for economic and social reforms, most of which are mild and won't affect very much. This bill is named Acto de Protección de Derechos, the reforms listed here are the following:

Economic:

    I. Policy towards corporate monopolies.
    • I.I. Government taxation on companies above 190 Million on revenue will be increased by 25%.

    • I.II. Pharmaceutical and Scientific Research companies will be widely supported while further federal surveillance would be put on them.

    • I.III. Owners of businesses bought by companies will have the right to file a lawsuit against said company if these occur.

      • I.III.I. The Parent company does not support bought company.

      • I.III.II. The Parent company takes all credit of products and projects made by the bought company without mentioning them.

      • I.III.III. The Parent company uses funds of bought company for their own projects without permission and confirmation.

      • I.III.IV. The bought company is left to be shut down and defunct by the parent company without ever achieving anything.

    • I.IV. Corporate Real Estates will be guaranteed and protected, as long as it does not involve local communities, villages and cities, and it does involve economic reasons.

    • I.V. Establishment of Corporate Real Estates in nature reserves and places protected by environmental laws will be outlawed, and the owning company will face government pressure to disestablish it. Failure to comply will involve force.

    • I.VI. Corporations can produce and deliver essential goods for people. However, monopolization of said essentials and exploitation of resources, both San Sierran and from other countries will be outlawed.

    II. Agrarian policies.

    • II.I. Agrarian communes will be very welcomed by the government, as long as they:

      • II.I.I. Benefit the agricultural industry by producing and exporting crops.

      • II.I.I. Do not consume what is intended to be exported.

    • II.II. Agrarian communes will be allowed to make farms for their own so workers will live consuming them.

    • II.III. Individual ownership of farms will be guaranteed, and will thus have the rights to refuse conversion into property of communes and corporate real estates.

    • II.IV. Traditional and Vertical agriculture will be supported by the government.

    III. Industrial policies.

    • III.I. Manufacturing Workers will have the rights to strike in the name of demands and to cooperatively seize factories, both state-owned and property of private enterprise.

    • III.II. Private ownership of factories and other manufacturing locations will be guaranteed as long as good working conditions are kept in place.

    • III.III. If working conditions tend to be bad or rapidly worsening in a factory or industrial zone, the state will either assist in bettering conditions or if it was in case of exploitation, they would seize it and plan on said factory.

    • III.IV. The following environmental policies would be implemented.

      • III.IV.I. Outlawing of building factories and industrial zones in nature reserves.

      • III.IV.II. Mandatory filling of soil and planting of trees near industrial zones.

      • III.IV.III. Creation of state and private teams of cleaners to clean factories and industrial zones.

      • III.IV.IV. Encouragement of scientific research for cleaner manufacturing production and prevention of global warming.

    IV. Small Business policies.

    • IV.I. Small Businesses will be subsidized by state and local governments.

    • IV.II. Workers and owners of small businesses can legally gather resources from farms, factories and gatherings of recycled resources.

    • IV.III. Small businesses will be protected by the state from corporate monopolies.

Social:

    I. Rights of Privacy.
    • I.I. No forms of government, regardless of being federal, state and local, will be allowed to gather personal data from citizens judging by search histories of the internet, unless it would be for criminal investigations and counter-terrorist operations.

    • I.II. Web browsing companies would not be allowed to gather data and track users from private searching.

    • I.III. Citizens will have rights to file lawsuits against agencies and groups surveilling them in their personal property, since it counts as invasion to privacy.

    • I.IV. If people, groups or agencies are caught invading privacies of others without any justified reason, they would be fined or arrested.

      • I.IV.I. If real evidence of justified reason such as victim's plans of terrorism and commitment of crimes is presented, the agency would be released and the victim would no longer be the victim.

      • I.IV.II. If evidence is found to be fabricated, the agency would face worse punishments and the victim would be released.

    II. Social equality.

    • II.I. All citizens would have absolutely equal rights, regardless of ethnicity, gender, mental disorders and species, especially pure humans and near-humans.

    • II.II. Discrimination of ethnicity, gender, species and disabled would continue to be illegal.

    • II.III. Everyone, including native born and immigrants as long as they are citizens and over the age of 18, shall have the rights to vote in democratic elections.

    III. Worker's rights.

    • III.I. Workers will have the rights to unionize and form labor unions to decide for themselves.

    • III.II. Labor location owners, both state and private, shall not infringe upon the rights of workers nor prevent them from unionizing.

A day after the introduction and referendum, this bill was criticized by the older people of the upper class, accusing the government of heading to a more Socialist direction, while the bill met massive support from the working and middle classes. After referendum came victorious, Senator Cecilia wholeheartedly approved of the bill, with Aritz Montemayor then signing the bill on executive order, and the judicial declaring it constitutional.
