Overview
This proposal expands upon existing legislative regulations on environmental and trade issues by addressing the gap left in disposing of vessels at the end of their lifespan. It does this by establishing the World Assembly Nautical Commission (WANC), which is tasked with providing uniform regulations and procedures for ship disposal, safety evaluations for ships embarking on their final voyage, maintaining a central database for sharing relevant data pertaining to ship disposal, and imposing insurance and record-keeping requirements for regulated vessels.

Recommendation
The proposal sets forth sensible requirements, and ensures that the WANC is not over-extended and susceptible to bureaucratic morass. We find no problem in addressing the area of ship disposal, given the potential environmental consequences of improper techniques and procedures being utilized.

For the above reasons, the Ministry of World Assembly Affairs recommends a vote For the General Assembly Resolution at vote "Ship Recycling And Breaking Protocols".
