They're autocratic, and not even solely by the choice of the leaders. Anytime they've tried to have remotely democratic votes - even as a complete joke like for April Fools' Day - their residents despise it. Their one elected Senator, the Vox Populi, still exists by the will of the government, not the people.

The most amusing part of this is that you're believing the NPO Senator that their region "despises" democracy. Seems like an awfully strong word. I mean, not even disliked the event, they are claiming that all of their residents hated it so much that they felt "contempt or a deep repugnance for" democracy. Feels like a bit of an on the nose statement. But at the same time, 15+ years of Autocratic rule builds quite the ideological cult. NPOers don't know any better. As far as they are concerned their region is stable and active, they haven't had the opportunity to try meaningful democracy.

I hate to double post (I'll rule this as "substance" anyway), but I also wanted to publish this as its own notification. Section II of their Civil code has this: 205: As a member of the New Pacific Order, pledging loyalty to a foreign entity or entering a foreign region without the knowledge and approval of the Senate.
NPOers require permission from the Senate to join anywhere else or they'll be liable for punishment, up to a permanent ban. For people who are content on NS chatting on the RMB like many people here, they have a lot of lose by trying to explore NS at large without permission. This feels a lot like the NPO is trying to isolate its community - regardless of whether approvals are granted or not.

I don't believe they have that rule to exclude their citizens. I believe they're just trying to ensure their loyalty. I don't agree with the rule, but I think the reasoning behind it is not exclusion.
Who are we to tell them how they should govern themselves? I would never expect any region to change their government in such a fundamental way just so I can feel all warm and fuzzy about having an embassy with them. Would we citizens, as well as our own government be willing to do the same? I think not.
