There is a quantum physics theory, Laplace's demon. A creature who knows the location and direction of every particle in the Universe can effectively predict every future action. So, no.
Truly, if you know everything stored in a person's brain as electrical impulses, and particles... If you know everything about their environment, then, is it free will?

For that reason, I believe free will is coming to terms with your own decision rather than the sole ability to make decisions.

I don't know why but the people who say things like "You're one in [big number idk] so you're so cool" just never make sense to me. Like, okay? and? What does that really have to do with anything? Like oh wow, now what? It doesn't make sense to me bc it doesn't mean anything, just because I "won a race" before I was even born doesn't mean anything to me, it's a number, cool, it doesn't effect me in any way though, it's not some inspiring message, it's a statistic, it's not really special.
