(Anybody on Pluto, Neptune, Uranus, or Saturn can hear the broadcast.)

After seeing no response for several hours, the fleet engages their chemical thrusters and begins to move closer to the planet of Neptune.

As the Terran fleet approaches Neptune, they receive the message. The Communications Officer sends a reply to the signal that sent the message. "This is the flagship Executive of the United Terran Navy, we have received your message and wish to engage in diplomatic talks with a representative of your nation. Do you copy?"

As the last of the worker mechs lay down to supports for the new machine, the light cheer of the workers can be heard from the transport craft viewing the construction in the atmosphere.

A man rushes around in the craft hefting papers left and right as a messenger bot enters into the window carrying more reports on the construction progress, he mutters to himself "I dont need to hear about every damn nail you put in a board.." "What, do you want more help? And you were so excited when we boarded this ship to view the sight." The voice came from a desk in the corner, a man in a crumpled polo shirt and wrinkly jeans was swiping through different reports and seemed to be completely unaffected by the others complaints, however he still sighed as he went on "this ship does not make anything easy though, this is what we get for the short notice of an escort to view the new space elevator," The other man laughed to himself, "It seems even the director can be put on the cheap fly list sometimes." They both laughed at that, soon after though the work continued, and more messenger bots showed up, this machine would be the pride of the planet and everything had to be in order. And for the seventh day in a row they worked overtime.

The Grand Admiral is notified quickly and takes over communications with the British. He has a notable British accent, though with a twinge of an accent that they couldn't quite make out. "This is Grand Admiral Fetiv Miller representing the United Terran Coalition. That works fine for us."

The fleet puts down its weapons and a small transport ship containing the Commander is sent to meet with the corvette.

The Expedition docks with the transport ship and allows the commander to board the ship. The Grand Admiral takes a small transport pod to the corvette and docks as well, waiting for the British commander to arrive.

Several United Terran Marines were also there as bodyguards, covered head to toe in Kevlar armor and armed with assault rifles that fire regular bullets. The Grand Admiral spoke first. "Welcome, to the UTN Expedition, transport ship for the United Terran Navy and now meeting grounds for the first meeting between the United Terran Coalition and your people. Tell me, what nation do you hail from?"

One of the design choices i made for the people of my nation is that their first names will always be some sort of nonsense, alien sounding name while their last names will always be some sort of real last name that hints at the nationality that their colonial ancestors hailed from. As such, Fetiv Miller originally hailed from the British sector on Kentouren while his second-in-command was from the Russian sector, and so on.

"Interesting, last i heard, the Empire had collapsed as a result of some massive war or another. You should know, my ancestors originally hailed from the Isles themselves. As for myself, i hail from the United Terran Coalition on Kentouren, an Earth-like planet in Alpha Centauri. We recently discovered faster-than-light travel, and we decided to return to the Sol System in order to ascertain the current situation of the system."
