The Infinite Dominion of the Dread Overlord is a large, despotic domain in the eastern reaches of Middle Earth. It's bordered by a number of countries, who consider themselves extremely unlucky to be anywhere near the Dread Overlord. The territory stretches over half a million square kilometres of wastelands, barrens, moors and badlands, punctuated by an occasional swamp and surrounded by forbidding mountain ranges. The climate has been described as temperate crappy. Twenty-four billion citizens call the Dominion home; and not just because of the sturdiness of their shackles and leg irons.

The Dominion has a long, proud, and rather gruesome history of ill-advised military adventures, foolhardy offensives, and overly ambitious attempts to Conquer The World™, having at one time or another attacked and pillaged most every nearby nation. The retaliatory raids by its neighbours have occasionally decimated the population, but the optimistic survivors have stoically gone forth and multiplied, knowing that the next time will be the one.

The nation is a totalitarian dictatorship, currently under the wise and stern guardianship of the Dark One, a being of such enormous talent and exceptional ability, that no elections are necessary to confirm his unanimous support amongst the population. The Dark One's awesome spiritual presence has led to his appointment as High Priest of the Dominion's state religion, Reformed Melkorism.

The Dominion is an economic powerhouse. Numerous mining operations dot the landscape, while a myriad of impressively grotesque factories churn out quantities of industrial merchandise and consumer goods. The low wages and long working hours of the nation's labour force ensure that the Dread Overlord's export sector remains highly competitive, and its currency, the Golden Precious, is a notable medium of exchange throughout the region.

The government shrewdly balances its large budget between the the twin pillars of the Ministry of War and the Ministry of Security. The self-reliant populace scorns at the mere thought of government handouts for petty concerns like health and welfare. It is this astute spending policy, and its belligerent attitude, that has made the Dominion's military machine the object of stark terror that it is today.

Geography

The territory of The Dread Overlord covers 610,103 km². It is enclosed by three extensive mountain ranges: the Shadow Mountains curve around to form the nation's western and southern border, to the north the Mountains of Ash form a formidable barrier, while the Mountains of Sorrow protect the Dominion's eastern flank. The Gorgoroth Plateau in the west gives way to a dry grassland that accounts for the major part of the country and contains a large active volcano, Orodruin; the eastern marches are dominated by Lake Nurnen and its drainage system.

Climate

The Dominion lies in the north temperate zone. The climate over a large portion of the country is semi-arid due to a rain shadow formed by the western and northern mountain ranges. The Gorgoroth Plateu is in a subalpine zone and is cold all year round, though snowfall is rare. Out on the plain, the foothills of the northern and western mountain ranges are the coolest, with temperatures rising further east and south. Summers are long, hot and dry, with short and bitterly cold winters. The northern parts of the plain are intermittently covered with ashfall from Orodruin; the volcanic plume along with heavy concentration of industry in the north-west creates a dense blanket of choking smog. Further south the lack of cloud cover can create great extremes of temperature between day and night. Rainfall increases towards the east with the region around Lake Nurnen enjoying a humid continental climate.

Flora & Fauna

The central plain is characterised by tough grasses and low-lying shrubs. Small furtive mammals and reptiles are the main forms of animal life here, while a few scavenging birds circle above. On the Gorgoroth Plateau stunted conifers grow in isolated spots, creeping moss and lichen cover the stony surfaces, and an odd mountain goat can be spotted precariously balancing on a rocky ledge. The area around Lake Nurnen is devoted to agriculture, providing most of the Dominion's food; to the south the land becomes a patchwork of bogs and fens, the foul reek of the decaying vegetation hanging in the air, while the north holds the last vestiges of The Dread Overlord's forests, where a few vicious Hobbit-eating Wargs lurk in the shade of the trees.

Government

His Tyrannical Majesty, The Dark One (B.Sc., Th.D.), Master of the Land of Shadows, Supreme Warlord of the Dominion Armed Forces and Pontifex Maximus of the Reformed Church of Melkor is the Head of State.

Politics

The nation is governed by the Council of Nazgûl. The Council debates, writes and promulgates all necessary legislation. Current Chairman of the Council and Prime Minister is the Honourable Er-Mûrazôr, the Witch-King. The executive functions are carried out by members of the Horde - regional governors with direct control over their territories. All political parties are banned. (And killed. And set of fire).

Law

The Ministry of Security is one of the most powerful organizations in the Dominion of the Dread Overlord and employs an estimated 120 million public security personnel. It maintains law and public order, investigates criminal cases, manages the judicial system, controls border security, runs intelligence and counter-intelligence operations, monitors private communications, and conducts the census and civil registrations. The security apparatus is very extensive, exerting strict control over residence and travel. Security forces employ mass surveillance, and a large number of unofficial informants. The Honourable Khamûl (J.D., LL.M.) is the head of the Ministry, and Chief Justice of the Supreme Court.

The Dominion employs a Civil Law system. Judicial proceedings are handled by the Supreme Court, District courts, and local courts. A separate Military Tribunal has jurisdiction over members of the armed forces. Judges are appointed by the Ministry of Security. Justice is swift and the penal code is harsh but fair. Crimes against the State itself are punished by public execution (executions of notorious enemies of the state are well-attended events, and get excellent TV ratings). Serious crimes against the community result in the sale of the offender into servitude - mostly to one of the many private industrial concerns. Lesser offenses typically incur corporal punishment, branding and/or mutilation. The Dominion regards long-term incarceration as economically wasteful, and does not run any correctional facilities. Citizens involved in civil disputes are encouraged to resolve these through personal combat.

The Dread Overlord is a highly urbanized nation, with 94% of the populace living in communities of over 100,00 inhabitants. The Dominion has six cities with over a billion citizens, including the capital, New New Barad-dûr (3,462,648,192), Minas Morgul (1,827,508,768), and Nurnen (1,466,816,248). Many of the cities are predominantly subterranean, stretching underground for many miles. A majority of the largest urban centres are located in the northwestern region of the country.

Ethnic Groups

The Dominion is populated by an Orkish majority of 17.36 billion (72.2%), a Mannish minority of 4.88 billion (20.3%), living primarily in the southern and eastern districts, as well as 1.81 billion Trollfolk (7.5%), located mainly in the highlands along the nation's periphery.

The Uruk-hai are the largest Orkish tribe with over 6.5 billion members, followed by the Black Uruks - 2.8 billion, the Snaga - 2.2 billion, Morgul Orcs - 1.1 billion, and Morannon Orcs - 860 million. There are also nearly 4 billion mixed-breed orcs, referred to as Goblins. The 4.88 billion Men are divided into three distinct ethnic groups: the Haradrim - 3.5 billion, the Variags of Khand - 950 million, and the Easterlings - 460 million. The majority of Trollfolk are Hill trolls with a population of just under 1 billion. The Olog-hai number 510 million, the Mountain trolls 240 million, and there are some 130 million Cave trolls.

Language

Most Orc tribes, as well as the Hill trolls, speak Modern Orkish, making it the largest mother-tongue in the Dominion, with 14.3 billion native speakers, or some 60% of the population. Over 90% of Overlordians have at least a good command of this lingua franca.

All government business is conducted in Black Speech. The Black Uruks, Morgul Orcs and Olog-hai use it as their native tongue. These native speakers number some 4.5 billion (19%). The Mannish languages spoken within the Dominion include Haradi, with 3.5 billion speakers, Khandi - 950 million, and the Rhun-yu of the Easterlings - 460 million. The minor Troll tribes use Trolltalk, with around 380 million speakers.

The Infinite Dominion of the Dread Overlord has a state capitalist economy which is fueled by abundant natural resources, a large capital stock, high productivity and low wages. It is Middle Earth's largest exporter of goods, dominating the mining and logging sectors, the manufacture of motor vehicles and other heavy machinery, weapons manufacture, gambling services, and has massive domestic retail and fast food sectors. The Dread Overlord enjoys one of the lowest unemployment rates (2.7%) in Middle Earth.

As of 2018, the Dominion was Middle Earth's largest economy in terms of nominal GDP, totalling approximately 5,853 trillion Golden Precious (US$10,872 trillion). Its nominal GDP per capita was 242,946 GP (US$451,296). The Dominion has considerable income inequality. The wealthiest 10% enjoy a median annual income of 2,083,729 GP, while the poorest 10% of citizens live on a modest 4,834 GP, giving the Dread Overlord a Gini coefficient of 0.694.

The Overlord Reserve Bank (ORB) is the Dominion's central bank and is responsible for issuing notes and coins in the nation's currency, the Golden Precious. The Golden Precious is the Middle Earth's largest reserve currency, with an exchange rate of 1 GP = 1.86 USD (Jan, 2018).

The Dread Overlord is the leading electricity producer in the region. With the largest coal reserves in Middle Earth, around 67% of energy production comes from innumerable coal burning stations distributed throughout the land. Significant uranium deposits in eastern districts have allowed the establishment of a large nuclear power sector, contributing 18% of energy production, and growing. Geothermal power is a major supplier of energy around the Orodruin volcanic zone with 9% of production.
