MoCD Decree on Net Neutrality Enforcement and High Network Availability

Effective immediately and retroactively:

The Ministry of Communications for the Dominion (MoCD, "mock-dee") hereby adopts a primary MO of ensuring, promoting and enforcing (EPE) policies of an open and free Internet. All communications systems in the Dominion will rely on the Internet as the primary backbone.

The MoCD will look to the standards body, DoX-CommSO (Dominion of Xionn COMMunications Standards Organization, "docks-com-so") for advisory from private industry experts regarding best practices and procedures with regards to the construction and maintenance the most efficient, free and available network utilizing the best and most cutting-edge technologies within the scope of an averaged cross-provider cost-benefit analysis. Providers whose CBA is negative with comparison to the mean will be provided a tax break and, in certain cases, government funds in order to maintain the Dominion of Xionn's portion of the Internet's high availability, high-bandwidth standards.
