The Reformed Demonic Assembly of Zaktoutr is a gargantuan, efficient nation, ruled by He Who Is Not to be Named with an iron fist, and renowned for its otherworldly petting zoo, suspicion of poets, and exploding hoverboards. The hard-nosed, hard-working, cynical, humorless, devout population of 38.421 billion Zaktoutrians are ruled with an iron fist by the corrupt, dictatorship government, which oppresses anyone who isn't on the board of a Fortune 500 company. Large corporations tend to be above the law, and use their financial clout to gain ever-increasing government benefits at the expense of the poor and unemployed.

The minute, corrupt, moralistic, well-organized government, or what there is of one, prioritizes Defense, with Law & Order also on the agenda, while Environment and Welfare aren't funded at all. It meets to discuss matters of state in the capital city of R'lyeh. Income tax is unheard of.

The frighteningly efficient Zaktoutrian economy, worth an astonishing 25,763 trillion Souls a year, is driven almost entirely by the private sector, which is broadly diversified and led by the Arms Manufacturing industry, with major contributions from Uranium Mining, Retail, and Woodchip Exports. Average income is a breathtaking 670,559 Souls, but there is an enormous disparity between incomes, with the richest 10% of citizens earning 4,248,146 per year while the poor average 44,036, a ratio of 96.5 to 1.

Extraordinary rendition is nothing out of the ordinary, in court almost every witness is a hostile witness, teachers prefer to give 'Maybe, Maybe Not' tests when dealing with sensitive subjects, and homeless people can be found sleeping on streets in front of unoccupied second homes. Crime, especially youth-related, is totally unknown, despite the fact that it is difficult to make it through a day without breaking one of the country's many laws. Zaktoutr's national animal is the Devil, which is also the nation's favorite main course, and its national religion is The Church of the Abyss.

Zaktoutr is ranked 1,179th in the world and 1st in Awful Circle for Lowest Crime Rates, with 165.37 law-abiding acts per hour.
