The Office's Analysis

To almost everyone in the gameplay world which he inhabits, Cormactopia Prime is a highly controversial character. He has participated in or called for coups d'etat of several of our allies or other game-created regions; yet he has also built up the sinker region Osiris and the user-created regions Pacifica and Thalassia to greatness. He has been found guilty of treason against the South Pacific, but was once one of our most active Chairs of the Assembly. Cormactopia is also a notable World Assembly author.

This commendation is special because it is part of a two-pronged effort to both commend and condemn Cormactopia Prime at the same time, in recognition of both the many positive effects and the many negative effects he has had on the world. The Office believes that such a double commendation and condemnation is an extremely suitable method of recognition for Cormactopia.

Therefore, the Office of WA Legislation recommends a vote in favor of both the commendation -- currently at vote -- and the condemnation, which will likely appear on the voting floor soon.

Aumeltopia is the current World Assembly Delegate of the South Pacific. He stated the following on OWL's discord server:

I think the commend and condemn idea is the perfect tribute to a player who has been on every possible side of the gameplay world and made big waves no matter where he is. I do understand that he's banned from TSP for a reason and we may be hesitant to give him the perceived honor of a SC badge (or two). Depending on how the voting goes with other regions, that may end up happening even if we vote against the commendation but for the condemnation. But, also I do think that if there's only one person who deserves a commendation despite being persona non grata... well that's Cormac :P

Roavin is the current Prime Minister of the South Pacific. He stated the following on TSP's discord server:

So given all that, I think it's appropriate that we vote for a commend+condemn pair for Cormac.

Amerion is a former Prime Minister and current member of the Council of Regional Security of the South Pacific. He strongly objected to the Delegate's vote for this proposal, stating:

This commendation is fundamentally at odds with our position as a defender region and it is, in my opinion, hypocritical for us to vote for this proposal.

But it comes off as too stale and too straight-laced, not to mention it seems to be missing something that would color it in such a way that it would feel like it embodies Cormac’s whole...thing, such as it is. I just don’t feel this one does it, and I’m holding out for something better.

Any objection that would normally be raised against a commendation because of negative things the target may have done, can be conveniently brushed aside because there is a condemnation coming. This leaves a level of bias in the text of this commendation that borders on deceit.

One could take any 'complicated' character in NS, and cherry-pick only the good deeds, and make that party appear angelic to those who don't know the full scope of that person's actions. Under any other circumstances, a commendation like that would be met with fierce resistance. This gimmicky 'split' approach seems like a deliberate effort to get around that.
