1. Use a realistic population number, not the NS stats.

2. Manpower refers to the total amount of people that can enter the military, regardless of economic consequences or recruitment laws. This is essentially your pool of people to recruit into the military. For instance, the US has 17 million (5% of population) available for military service, while Ukraine has 11.1 Million (26.9% of population) available for military service.
