Article I: Governor & Officers
Section I: Founder
The Founder is the creator of the region. The title of Founder is an honorary one granted by Nationstates.
The Founder is tasked with advising, providing council to, and assisting the Governor and Officers.
The Founder can defend and protect the region and its members from invaders, raiders, or other threats. The Founder can modify the World Factbook Entry, Flag, and Tags, and pin Dispatches. The Founder can eject/ban/unban nations and set/modify/remove the region password. The Founder can open/close embassies with other regions and extend embassy posting privileges. The Founder can send region-wide telegrams without stamps, compose Welcome telegrams, suppress & unsuppress posts on the Regional Message Board, and control who can recruit for the region. The Founder can also create polls.
Section II: Governor
The Governor is the chief executive of the region and has ultimate authority in the region. The Governor coordinates, manages, and supervises all officers and functions of the regional government.
The Governor is tasked with defending and protecting the region and its members from invaders, raiders, or other threats.
The Governor can appoint/dismiss Officers and set their authority. The Governor has sole authority and discretion to select and appoint a Successor. The Governor can modify the World Factbook Entry, Flag, and Tags, and pin Dispatches. The Governor can eject/ban/unban nations and set/modify/remove the region password. The Governor can open/close embassies with other regions and extend embassy posting privileges. The Governor can send region-wide telegrams without stamps, compose Welcome telegrams, suppress & unsuppress posts on the Regional Message Board, and control who can recruit for the region. The Governor can also create polls.
Section III: Successor
The Successor assists the Governor in coordinating, managing, and supervising all officers and functions of the regional government.
The Successor is tasked with aiding the Governor in defending and protecting the region and its members from invaders, raiders, or other threats.
During times of crisis when the Successor is unable to contact the Governor then emergency authority is granted to the Successor so that they can defend the region.
The Successor can become Governor if the region's current Governor abdicates or ceases to exist. The Successor can modify the World Factbook Entry, Flag, and Tags, and pin Dispatches. By spending Regional Influence, the Successor can eject/ban/unban nations and set/modify/remove the region password. The Successor can open/close embassies with other regions and extend embassy posting privileges. The Successor can send region-wide telegrams without stamps, compose Welcome telegrams, suppress & unsuppress posts on the Regional Message Board, and control who can recruit for the region. The Successor can also create polls.
Section IV: Officers:
Foreign Affairs Officer
The Foreign Affairs Officer is responsible for the inter-regional relations of Barbaria and works to establish embassies with other regions by actively seeking out embassies with other regions with a focus on regions persecuted due to their ideological preference, region tags, or other characteristic factors.
The Foreign Affairs Officer also serves as Barbaria's Delegate to the World Assembly. As Delegate the Foreign Affairs Officer shall review upcoming resolutions in the World Assembly and present it for a regional vote by creating a poll. The results of the regional poll shall be how the Foreign Affairs Officer votes on the legislation in the World Assembly. When legislation reaches the resolution voting floor in the World Assembly, the Foreign Affairs Officer wields additional voting power over regular World Assembly members: one (1) extra vote for each endorsement.
The Foreign Affairs Officer can open/close embassies with other regions. The Foreign Affairs Officer can vote on World Assembly proposals and resolutions. The Foreign Affairs Officer can send region-wide telegrams without stamps. The Foreign Affairs Officer can also create polls.
Domestic Affairs Officer
The Domestic Affairs Officer serves as the region's mediator/arbiter. Should disputes arise between players then one or any of the players involved in the dispute may request the Domestic Affairs Officer to mediate a solution/settlement. In particularly severe disputes it may be the Governor which orders arbitration between players.
In the event of a possible conflict of interest for the Domestic Affairs Officer, the Governor may appoint a more neutral party as temporary mediator/arbiter.
The Domestic Affairs Minister shall, from time to time, be tasked by the Governor to conduct investigations to detect and prevent fraud, waste, abuse, and mismanagement by suspicious players.
Investigations may be internal to the region or external and methods of investigation may consist of questioning, interrogation, analysis of a nation-state's or region's activity feed, telegrams, or RMB posts. Investigations may or may not result in action being taken by the regional government.
The Domestic Affairs Officer can send region-wide telegrams without stamps, suppress & unsuppress posts on the Regional Message Board.
Pollster
The Pollster is tasked with helping upkeep regional activity by coming up with questions or taking suggested questions from other players and putting them up for the region to vote on in the form of a weekly poll.
The Pollster can create polls. The Pollster can send region-wide telegrams without stamps.
Section V: Abdication & Resignation
The Governor can abdicate from their position at any time they so desire. If the Governor abdicates and they have appointed a Successor then the Successor shall become Governor. If a Governor abdicates and they have not appointed a Successor then executive power transfers to the region's Delegate position.
The Successor and all Officers can resign from their office at any time they desire.
If an Officer resigns, then their duties shall be done by the Governor or Successor, or by an interim Officer if one is appointed by the Governor, until elections.
Those who resign from their position shall have to wait one sixty (60) day term before running for office.
Article II: Elections & Polls
Section I: Votes
Each player is allotted one (1) vote in elections/polls.
Puppet nations are not allowed to vote in elections, amendment polls, World Assembly polls, or recall/impeachment polls. Puppet nations guilty of voting shall be ejected and banned from the region. Depending on the severity of the offense or in the event of a repeat offense, the parent nation of the puppet(s) will be ejected and banned from the region.
Section II: Candidate Eligibility
No player or their puppets may hold office in more than one region and then run for or hold office in Barbaria so as to prevent foreign interests interfering or influencing regional government.
Puppet nations are not allowed to run/hold office.
In order to run for and hold the position of Foreign Affairs Officer, players must join the World Assembly so that they can carry out their duties as the region's World Assembly Delegate.
Section III: Term Limits
If a candidate has held office for two (2) sixty (60) day terms, then they shall have to wait one (1) sixty (60) day term before running for that position again.
Section IV: Election Schedule
One (1) week prior to an election, recall/impeachment poll, or amendment poll the regional borders will be closed by the Governor or Successor until the end of elections/polling.
Elections shall be held every sixty (60) days. Any amendment polls shall be held after elections. The schedule for the elections shall be made public and published in the World Factbook Entry by the Governor or Successor.
Section V: Duration of Elections & Polls
All elections/polls shall last no shorter and no longer than three (3) days.
Weekly polls may be closed early by the Governor or Successor for elections, amendment polls, or recall/impeachment polls.
Weekly polls may be closed early by the Foreign Affairs Officer for World Assembly polls.
Section VI: Results of Elections
Whichever candidate obtains a majority of the popular vote after three (3) days shall be declared the winner by the Governor and that candidate shall be appointed the position of officer by the Governor. The candidate shall be made public and published in the World Factbook Entry by the Governor or Successor.
Section VII: Amendment Polls
The charter may be amended. Players may petition the Governor for the amending of the Charter. The Governor will then create a poll in which the region will vote yay or nay on the amendment. A two-thirds (2/3rds) or sixty-six percent (66%) vote must be reached for amending the charter. The measure must then be approved or vetoed by the Governor.
Section VIII: Recall & Impeachment
The Founder is unelected and unappointed and therefore cannot be recalled or impeached. The Governor can however add or remove powers from the Founder position.

The Successor, being appointed by the Governor, can only be removed from office by the Governor.
All elected officers may be recalled/impeached for failure to properly discharge their duties. Players may petition the Governor for the recall or impeachment of an officer. The Governor or Successor will then create a poll in which the region will vote whether or not to impeach said official. A two-thirds (2/3rds) or sixty-six percent (66%) vote must be reached for recall/impeachment of an officer. The measure must then be approved or vetoed by the Governor. Once an officer is removed from office, the Governor shall appoint an interim officer to serve out the rest of the term until the next election.
Petitions for recall/impeachment of an officer cannot be submitted until two and a half (2 1/2) weeks after elections. Petitions for recall/impeachment will not be accepted two and a half (2 1/2) weeks before elections.
Officers cannot conduct their duties in a way that would benefit their nation or alliances.
Officers cannot conduct their duties in a way that would purposely harm another player's nation or alliances.
Officers that have been found guilty of such acts will be immediately removed from office, without any warning
Section IX: World Assembly Polls
Whenever a new resolution is proposed in the World Assembly the Foreign Affairs Officer shall create a World Assembly Poll.
Whichever option of the World Assembly Poll, be it yay or nay, has the majority popular vote is how the Foreign Affairs Officer will vote in the World Assembly on the resolution.
Section X: Weekly Polls
The Pollster shall create a weekly poll to be held once a week, traditionally on Wednesdays.
The Pollster can substitute the Weekly Poll with a Survey in the form of an RMB post or Region-Wide Telegram.
Weekly poll questions can come from the Pollster or be submitted to the Pollster by players. (e.g; Does your nation use Farenheit, Celsius, Kelvin, or Other- Explain)
Weekly poll questions shall not name or reference other players or regions. (e.g; Your nation's opinion of X nation, Should X nation leave, etc.)
Article III: Ejection & Banning
Section I: Warnings
Players who break the rules or are on the verge of breaking the rules shall be warned to stop their behavior by the Governor or Successor. If a player continues their behavior they will be warned again to stop with a max of up to three (3) warnings. After three (3) warnings the player engaging in such behavior will be banned and ejected by the Governor or Successor.
If after a player is warned the first time for their behavior they show egregious disregard and continue such behavior or they commit an even more severe offense then they may be banned and ejected by the Governor or Successor before reaching the three (3) warning minimum.
This is to give players the benefit of the doubt for making honest mistakes while also allowing flexibility to deal with players who show a willful disregard for the rules.
Section II: RMB Post Suppression
Players may have their RMB post(s) suppressed by the Governor or Successor for spamming, bullying, harassment, invading/raiding, jerk-like behavior, excessive inter-player drama.
Section III: Ejection & Banning
Players can be ejected and banned by the Governor or Successor from the region for breaking the rules, spamming, harassment, bullying, raiding/invading, jerk-like behavior, excessive inter-player drama.
Nation's suspected of illegal puppetry will be asked to join the World Assembly to determine if they are in fact puppeteer & puppet(s). Failure to comply with said test by any of said suspect Nations will result in their banning and ejection from the region.
Section IV: Appeals
Players who have been ejected and banned from the region may appeal to the Governor to have their ban lifted. It is up to the judgement of the Governor to determine if a mistake was made or if the player shows genuine remorse and should be given another chance.
Players are allowed up to three (3) appeals. If after three (3) appeals the ban is not lifted then the player will have a permanent ban. A fourth appeal is rare but possible after significant time has passed.
Section V: Probation
Players who have had a ban lifted and been allowed to return or which have broken the rules may be placed on a period of probation in which they will be monitored and observed closely. If during the probation period the player breaks the rules or engages in any suspicious behavior they are subject being ejected and banned from the region by the Governor or Successor.
Probation periods can be thirty (30) days, sixty (60) days, ninety (90) days, or one hundred and twenty (120) days in length.
