Shumway Transparency Act

1 - Mandates the release of all files specifically regarding the Shumway Puppet Scandal,
2 - Defines "puppet" as "a state in the region operated by the head of another nation with or without the consent of the founder and regardless of the founder's designation of the state,"
3 - Expressly prohibits the presence of puppets in the region, only allowing primary states,
4 - Mandates a public apology on the part of Humsawy for his actions
