The Constitution for the United Right

CONSTITUTION OF THE UNITED RIGHT

Presidential–Semi-Presidential Constitutional Charter

PREAMBLE
──────────────────────────────────────────────

We, the members of the United Right, establish this Constitution to provide stable government, constitutional order, national sovereignty, institutional continuity, and effective administration. This Constitution is the supreme governing authority of the United Right.

CONSTITUTIONAL REFORM ACT
──────────────────────────────────────────────

Section 1 — Purpose

The purpose of this Act is to reform the executive structure of the United Right by restoring the office of President as the supreme constitutional office and reorganising the Government into a presidential semi-presidential system.

Section 2 — Restoration of the Presidency

1. The office of President is restored as the permanent office of:

• Head of State;
• Supreme Executive Authority;
• Commander-in-Chief of the Armed Forces;
• Chair of the National Security Council; and
• Guardian of the Constitution.

2. All constitutional powers previously exercised by the Chancellor as Head of State or supreme executive authority are transferred to the President.

Section 3 — Reorganisation of the Executive Government

1. The office of Chancellor shall continue as the office of Head of Government and Chief Administrator of Government.

2. The Chancellor shall direct domestic administration, coordinate the Executive Cabinet, supervise ministries and executive agencies, implement legislation and Presidential directives, and exercise powers delegated by the President.

3. The Chancellor shall no longer serve as Head of State or supreme executive authority.

Section 4 — Transitional Succession

Upon commencement of this Act:

1. The incumbent Chancellor shall resign his or her commission as Chancellor.

2. Upon resignation, the incumbent Chancellor shall immediately assume office as President of the United Right.

3. The incumbent Vice Chancellor shall automatically assume office as Chancellor of the United Right without further appointment or confirmation.

4. The transition shall occur automatically and shall not create a vacancy in executive authority.

5. All executive powers and responsibilities shall immediately vest in their respective constitutional offices.

Section 5 — Continuity of Government

1. All Cabinet Ministers, constitutional officers, agencies, commissions, and departments shall continue in existence.

2. Existing appointments, directives, executive orders, regulations, and governmental decisions shall remain valid unless amended or revoked.

Section 6 — Legal Effect

1. This Act forms part of the Constitution.

2. Where any previous constitutional provision conflicts with this Act, this Act shall prevail.

ARTICLE I — THE STATE
──────────────────────────────────────────────

Section 1 — Nature

1. The United Right is a sovereign and permanent political organisation.

2. Governance shall be exercised through institutions established under this Constitution.

Section 2 — Constitutional Supremacy

1. This Constitution is the supreme law of the United Right.

2. All offices, directives, regulations, and laws derive authority from this Constitution.

ARTICLE II — THE PRESIDENT
──────────────────────────────────────────────

Section 1 — Status

The President is:

• Head of State;
• Supreme Executive Authority;
• Commander-in-Chief of the Armed Forces;
• Chair of the National Security Council; and
• Guardian of the Constitution.

Section 2 — Executive Authority

Executive authority is vested exclusively in the President.

Section 3 — Constitutional Powers

The President shall:

a. Direct foreign policy and strategic affairs;

b. Exercise supreme authority over defence, intelligence, and national security institutions;

c. Supervise public security and internal government coordination across all executive agencies and ministries;

d. Appoint and dismiss the Chancellor;

e. Appoint and dismiss Cabinet Ministers in accordance with this Constitution;

f. Issue Presidential Directives, Executive Orders, and Presidential Decrees;

g. Declare states of emergency;

h. Approve or veto legislation;

i. Establish, reorganise, merge, or abolish executive agencies, departments, commissions, and councils;

j. Represent the United Right domestically and internationally;

k. Exercise final authority over strategic governance, constitutional continuity, and executive administration.

Section 4 — Presidential Decrees

1. The President may issue Presidential Decrees possessing the full force and effect of law.

2. Presidential Decrees may:

• establish executive policy;
• reorganise government institutions;
• direct ministries and agencies;
• regulate administration;
• implement national security measures;
• override ordinary legislation where necessary for governance.

3. Where a Presidential Decree conflicts with an ordinary law, regulation, ministerial directive, or Cabinet decision, the Presidential Decree shall prevail unless inconsistent with this Constitution.

ARTICLE III — THE CHANCELLOR
──────────────────────────────────────────────

Section 1 — Status

The Chancellor is:

• Head of Government;
• Chief Administrator of Government; and
• Chair of the Executive Cabinet.

Section 2 — Powers

The Chancellor shall:

a. Direct domestic administration;

b. Coordinate the Executive Cabinet;

c. Supervise ministries and executive agencies;

d. Implement legislation and Presidential directives;

e. Prepare government policy and administrative reforms;

f. Advise the President on governance and administration;

g. Exercise delegated executive authority;

h. Maintain continuity of government administration;

i. Promote and protect the sovereignty of the United Right;

j. Oversee internal affairs and public administration;

k. Administer foreign territories and associated jurisdictions;

l. Coordinate defence administration and national resilience in cooperation with the President;

m. Direct emergency management and civil preparedness;

n. Protect the constitutional order and effective operation of executive institutions.

Section 3 — Appointment

The Chancellor is appointed and dismissed by the President and serves at the pleasure of the President.

Section 4 — Vacancy

If the office becomes vacant, the President may appoint:

• the Vice Chancellor;
• any Cabinet Minister;
• a former Chancellor;
• any eligible member of the United Right; or
• any qualified individual from outside the Cabinet.

ARTICLE IV — THE VICE CHANCELLOR
──────────────────────────────────────────────

Section 1 — Status

The Vice Chancellor is the Deputy Head of Government.

Section 2 — Functions

The Vice Chancellor shall:

• assist the Chancellor;
• coordinate implementation of Cabinet policy;
• undertake delegated responsibilities; and
• serve as Acting Chancellor during temporary absence or incapacity.

ARTICLE V — THE EXECUTIVE CABINET
──────────────────────────────────────────────

Section 1 — Composition

The Executive Cabinet consists of:

1. Chancellor
2. Vice Chancellor
3. Attorney General
4. Minister for Foreign Affairs
5. Minister for Communications
6. Minister for Conservative Values

Section 2 — Election and Appointment

1. Cabinet Ministers shall be elected by the membership of the United Right for a term of three months.

2. Ministers may seek re-election without limitation.

3. Following certification of election results, the Chancellor shall nominate the elected candidates for appointment.

4. The President shall appoint ministers.

5. The President may:

• approve nominations;
• reject nominations;
• request alternative nominations; or
• direct that a new election be held.

6. Ministers remain in office until:

• expiry of their term;
• resignation; or
• removal by the President.

7. Ministers serve under the constitutional authority of the President and the administrative direction of the Chancellor.

ARTICLE VI — THE CABINET SECRETARY
──────────────────────────────────────────────

Section 1 — Status

The Cabinet Secretary is a non-executive constitutional officer and is not a member of the Executive Cabinet.

Section 2 — Appointment

The Cabinet Secretary is appointed by the President upon recommendation of the Chancellor.

Section 3 — Functions

The Cabinet Secretary shall:

• maintain Cabinet records;
• prepare agendas;
• record proceedings;
• certify official documents;
• maintain executive archives; and
• provide administrative support to Cabinet.

The Cabinet Secretary possesses no executive authority.

ARTICLE VII — THE ATTORNEY GENERAL
──────────────────────────────────────────────

The Attorney General is the chief legal officer and shall:

• advise the Government;
• ensure legality of executive action;
• conduct constitutional review; and
• represent the Government in legal matters.

ARTICLE VIII — THE MINISTER FOR FOREIGN AFFAIRS
──────────────────────────────────────────────

The Minister for Foreign Affairs shall:

• conduct diplomacy;
• negotiate agreements;
• implement foreign policy under Presidential direction; and
• represent the United Right abroad.

ARTICLE IX — THE MINISTER FOR COMMUNICATIONS
──────────────────────────────────────────────

The Minister for Communications shall oversee:

• government communications;
• public information;
• media relations; and
• strategic communications policy.

ARTICLE X — THE MINISTER FOR CONSERVATIVE VALUES
──────────────────────────────────────────────

The Minister for Conservative Values shall:

• promote civic identity;
• preserve national traditions;
• encourage cultural heritage; and
• advise the Government on matters relating to conservative principles and social cohesion.

ARTICLE XI — THE NATIONAL SECURITY COUNCIL
──────────────────────────────────────────────

Membership:

1. President (Chair)
2. Chancellor
3. Vice Chancellor
4. Attorney General
5. Minister for Foreign Affairs

The Council shall advise the President on:

• defence;
• intelligence;
• national security;
• emergency management; and
• strategic affairs.

ARTICLE XII — SUCCESSION AND CONTINUITY
──────────────────────────────────────────────

Section 1 — Acting President

If the Presidency becomes vacant or the President is temporarily unable to serve:

1. The Chancellor shall become Acting President.

2. If the Chancellor cannot serve, the Vice Chancellor shall become Acting President.

Section 2 — Acting Chancellor

During temporary absence or incapacity of the Chancellor, the Vice Chancellor shall serve as Acting Chancellor.

If the office of Chancellor becomes vacant, the President may appoint an Acting Chancellor from within or outside the Executive Cabinet.

ARTICLE XIII — CHANCELLOR EMERITUS
──────────────────────────────────────────────

Former Chancellors may be granted the honorary title of Chancellor Emeritus.

The office carries no executive authority but may provide advice when requested.

ARTICLE XIV — EMERGENCY POWERS
──────────────────────────────────────────────

1. The President may declare a state of emergency.

2. Emergency directives shall have immediate legal force.

3. All institutions of the United Right shall comply with lawful emergency measures.

ARTICLE XV — AMENDMENTS
──────────────────────────────────────────────

1. Constitutional amendments may be proposed by the President or the Chancellor.

2. Amendments shall take effect in accordance with constitutional procedure.

ARTICLE XVI — FINAL PROVISIONS
──────────────────────────────────────────────

1. This Constitution supersedes all previous constitutional instruments.

2. The President is the supreme constitutional and executive authority of the United Right.

3. The Chancellor is the Head of Government and chief administrator of the United Right.

4. This Constitution enters into force immediately upon adoption.
