Constitution of the United Caribbean Island Alliance
PreambleWe the undersigned members of the United Caribbean Island Alliance do declare this to be the supreme law of the region. It shall be regarded in every action this region makes. This will forever be known as the Constitution of the United Caribbean Island Alliance.
Article 1
The System of Government
The government of the United Caribbean Island Alliance shall consist of a unicameral legislative body known as the Regional Assembly. There shall be a Governor and one non-executive World Assembly delegate.
Article 2
The Regional Assembly
The region shall be divided into the sections North, South, East, and West. Each section of the region shall elect one member to represent them in the Regional Assembly. Any person elected to the Regional Assembly should be a WA member but is not required to be. The Regional Assembly shall meet to vote on matters of the World Assembly, international matters, and domestic matters. Any legislation that passes the Regional Assembly dealing with WA matters must be approved by the WA delegate. If the WA delegate does not approve they must state their reasoning and a 3/4 majority of the Regional Assembly is needed to override the delegate’s disapproval. If the majority is reached, the delegate shall be required to vote in the WA in favor of the majority. All legislation passed by the Regional Assembly dealing with international and domestic affairs must be approved by the Governor. The members of the Regional Assembly shall elect a speaker to preside over its meetings. The Regional Assembly shall determine its meeting dates.
Article 3
The Governor of the region
The Governor of the region shall have executive power in the region. They shall send regional messages, when necessary, on the state of the region. They shall eject any nation from the region that is a danger or threat to the region, with the consent of the Regional Assembly. If there are ever any ties in voting in the Regional Assembly, they shall be the tie breaker. If something should happen to a representative from a section of the region the Governor shall appoint a representative until an election can be held. The Governor will appoint ambassadors to regions who share embassies with the United Caribbean Island Alliance, with the consent of the Regional Assembly. The Governor will have the right to establish embassies with any region they see fit. The Governor has the duty to recruit and maintain a regional defense to defend the region at all times against other hostile regions. They will govern the region as safe and as democratic as possible.
Article 4
The WA delegate
The WA delegate shall be the representative of the United Caribbean Island Alliance to the World Assembly. He/She shall be elected by all of the WA nations in the region. Election dates for the WA delegate will be voted on by the Regional Assembly. He shall serve as the Chief diplomat under the Governor and represent the region in international affairs.

Election Rules and Regulations
Election dates shall be determined by the Regional Assembly for each elected office.

Article 6
Amending the Constitution
In order to amend the constitution the amendment must be passed by 3/4 of the Regional Assembly. Once the Regional Assembly passes the amendment it must be sent to the Governor where he will review it and send it to every nation in the region. The amendment must be ratified by 3/5 of the nations. Once approved the amendment shall be added to the constitution.
