This resolution has numerous flaws: the definition of "Nuclear Energy" being confined to only include national infrastructures with "more than one structure" appears to create a needless exception for single nuclear production buildings that, while not as potentially impactful or harmful as mass nuclear operations, still require appropriate oversight. Furthermore, "SCRAM" as a defined concept is needless and is used only once by the text in a way that could be replaced by its definition.

The need for an overarching international organisation, the International Nuclear Compliance Commission (INCC), that sets out operational regulations for nuclear infrastructure is unclear. Furthermore, the INCC is responsible for "Maintain[ing] a safe clause of security around nuclear power", which safely escapes the realm of international law as applied by a Committee and should instead, at most, be a responsability delegated to member-states directly.

The sub-Committees assigned to INCC are equally questionable where international relevance is concerned. The Emergency Nuclear Response Organization would've been, by itself, a Committee worthy of standing on its own, if applied to situations where a nuclear incident would affect multiple nations as an organisation that'd seek to provide immediate assistance, relief, and international coordination.
