Central Government

The High-Technate of Athretvari is a sovereign, native nationstate upon Enkon Delta,
and a founding member of the New Coalition of Nations.


EVOLUTION & ORGANIZATION

The government of Athretvari is a semi-democratic, strato-technocratic elected-dictatorship evolved from the absolute dictatorship of Strategos Sziul Seihr, supreme commander of the Eight Armies, who, after repelling Gresk aggression and attempts at colonization, forcefully compelled peace and political union upon the warring realms of the Athretvarian continent. Sziul, seeking to erase centuries of divisions amongst the peoples of the continent, then regimented and organized the whole population into a "National Corps" led by himself as “Defender of the Realms” with absolute legislative, executive, and judicial powers.

After a series of “technocratic revolts” culminating in the Engineers’ Rebellion, a number of ‘democratizations’ were initiated to increase the political participation of the nation’s “technocrats, bureaucrats, and the general ranks (public).” These democratizations have continued to present day, resulting in Athretvari’s seemingly complex form of government.

Government oversight and legislative functions are carried out by a collection of institutions called the Colleges of Parliament.

The modern executive government is divided into strategic and general (civil) ministries. The General Ministries are led by the Prime Minister. The Strategic Ministries are led by the Strategos(a), who also serves as commander-in-chief and head-of-state.

THE STRATEGOS(A)
Though the office of the Strategos(a) still officially retains near unlimited executive, legislative, and judicial powers, the position is now elected and devoted to “strategic matters of state.” While most domestic, day-to-day government operations, and non-strategic policy matters lie in the hands of the Prime Minister, the central ministries, and the Colleges of Parliament. Since the last revision of the laws governing the Strategos(a)’s election and terms of office, a candidate to the position must now be nominated by the Select-College of High-Admirals (usually from among their own membership), and then confirmed by a majority of the National Corps (adult citizen population) via a referendum to a single, nonrenewable term of twelve years.

The Strategos(a) is the commander-in-chief of the National Corps (all citizens), head of state and chief executive of the strategic ministries of the central and realm governments, Principal of the Institutes of Scientific Universalism, and commander-in-chief of the national and realms’ defense and security forces; with the power to organize and reorganize them, appoint and remove their officers and members, as well as direct their work.

The Strategos(a) retains supreme oversight authority for all the central and realms ministries, and executes this power via high-level appointments and dismissals, making inquiries and conducting inspections, demanding answers and reports, and calling plenary and select councils including the prime minister and the various central and realms ministers.

An alternative, traditional name for the Strategos(a) is the Defender of the Realms.

The current Defender of the Realms is Strategosa Anra Agājio.

THE CENTRAL MINISTRIES
During the continued democratization of the Athretvarian government, the Central Ministries were expanded and defined into two classes—general (“civil”) ministries and strategic ministries.

The general ministries are responsible to the Prime Minister, who is appointed by the Strategos(a) after nomination by the Elect-College of All Ranks.

The current Prime Minister is Major-General Kayo Idaji.

THE COLLEGES OF PARLIAMENT
Athretvari's parliament is composed of four institutions, three “colleges” and one “conference,” each with different duties and powers. While any of the colleges may bring forth their own proposals, only the Strategos(a) and the Prime Minister may introduce a bill for initial consideration as legislation.

  • Select-Conference of High-Admirals (“the High-Admirality”) - nominates, and empowered, under extraordinary circumstances, to remove the Strategos(a). Approves or rejects appointments of new admirals in the National Corps and to the Select-College of Admirals, and the Prime Minister by the Strategos(a). It also serves as the supreme court of Athretvari. When not sitting separately, sits and votes within the Select-College of Admirals. There is one select-high-admiral per 100 million capita appointed by the Strategos(a) after confirmation by the Select-College of Admirals.

  • Select-College of Admirals (“the Admirality”) - upper chamber of parliament. Includes members of the Select-Conference of High-Admirals when they are not sitting separately. All strategic legislation (affecting Strategic Ministries or their areas of responsibilities) and treaties with foreign nationstates must be officially introduced in this chamber by the Strategos(a). All legislation and treaties must receive the approval of this chamber. Approves or rejects the appointments of new generals and higher officers in the National Corps, central and realms ministers (including realm governors and other high-ranking officers), and of members to the Select-Conference of High-Admirals and the Select-College of Generals (with agreement of the Elect-College of All Ranks). There is one select-admiral per 10 million capita.

  • Select-College of Generals (“the High Ranks”) - the “technocratic” chamber. The government’s principal policy and legislative think-tank, empowered to inspect government work, formulate and propose policy, and strategize. Principally advises and makes proposals for legislation or action to the other colleges and conference, the Strategos(a), the Prime Minister, the central and realm ministries and their various departments for their considerations. All legislation and treaties must be reviewed and “reported on” by this chamber. May temporarily delay passage of legislation by recommending amendments, but may not obstruct passage. In 'extraordinary circumstances' it may, with a “super-majority” (defined as a 3/5 majority), demand reexamination in another chamber of origin. It may also under 'extraordinary circumstances' with a super-majority demand and empower the Strategos(a) to immediately review and give final decision over any issue via a “strategic order.” There is one select-general per 1 million capita. Select-generals are appointed by the Strategos(a) after confirmation by the Select-College of Admirals and the Elect-College of All Ranks.

  • Elect-College of All Ranks (“the All Ranks”) - the “democratic” lower chamber. Only college with members directly elected by the public. All non-strategic legislation (affecting the General Ministries or their areas of responsibilities) must be officially introduced in this chamber by the Prime Minister. All legislation, excepting treaties and “strategic orders” by the Strategos(a), must receive the approval of this chamber. Nominates the prime minister, advises on appointments of central and realms ministers, and approves or rejects of those below ministers (secretaries) and of members to the Select-College of Generals (with agreement of the Select-College of Admirals). Members are elected every 2 years from multi-seat constituencies via a Linksingle transferable vote system. There is one elect-member for every 1 million capita.

Rare tie votes in any college are referred to and decided by the Strategos(a).

DEVOLVED GOVERNMENTS OF THE REALMS
The members of the Select-College of Admirals, the Select-College of Generals, and the Elect-College of All Ranks from each of the realms together form and constitute the members respective realm’s “parliament,” divided into three chambers, with the select-admirals sitting as the realm’s “stratocracy,” the Select-College of Generals as its “technocracy,” and the elect-members of the All Ranks as its “democracy.”

The executive of each realm is divided into general and strategic ministries, with a realm-governor appointed by the Strategos(a) leading the strategic ministries, and a chief realmminister, nominated by the realm’s democracy and confirmed by its stratocracy, leading its general ministries.

The Strategos(a) remains the head-of-state and technical head-of-government of each of the realms.
