I assure you TITO do not wish to stay long if indeed at all. The only concern is that natives have a chance to choose their Delegate and build a community.
Kain the dragoon being a known invader having moved in soon after the region was created and making a play for Delegate seat is a concern. Our worry at that point was that natives were not going to be given a choice.
We're working on making the forums better and making graphics atm, it'll take a bit of time, but it'll be done aha.
It's quite nice. The shapes and the colors are really quite fetching without being too overwhelming or cluttered.
I wish to ask, then, that if TITO has any concerns I could assuage that they voice them. I, and even Kain, have experience with region building and we just want to get this place set up. We don't want a fight and would rather settle this peacefully, for the good of Osiris, instead of through a battle.

That's basically what raiding is. Although usually it's done more tactfully and with more elegance.

Essentially whoever claims the delegacy, will either have to give it to someone else or stay here indefinitely; the other option being some form of legitimate election among those who choose to stay. Though I think the major problem would be drawing a line between who is a native and who isn't, would residency in the region a few hours after founding justify a nation as a native, or a day, or a week?

Anybody who signs up and contributes to the forums or the region with prolonged residence in the region will make up the core founding population. Anybody after the first week or so will have to be accepted as a native by this core founding population.
It is only a quirk that this region existed and you landed. You were either intended for Lazarus or you came here because you want to grab something novel and are no better.
The only way honourable solution is to admit this and cede ourselves as an extension of Lazarus!. AYE!
