^-- Correct, that's referred to as malicious quote-editing. Basically changing the contents of a quote to put words in someone's mouth is not acceptable. Trimming a quote down, subbing out something like "-snip-" or "-snip for brevity-", is fine, but not putting words in somebody's mouth that they didn't actually say.
