According to a previous agreement between the Serbatijan empire and Arwindom the 2nd and 11th Arwindom Special Forces Paratrooper Battallions with a complement of light tanks, AFV’s and mobile artillery pieces have been dropped near Stari Grad together with several crates’ worth of ammunition and supplies to aid the Slavs in their struggle against the Unknowns. More reinforcements are on the way. The coastline of Serbatijan is being accessed to determine whether it is possible to resupply Coalition (Corlenia, Serbatijan empire, Arwindom) troops by sea or it is better to stick with parachute drops.

Statement from the Hejing Palace
His Imperial Grace, Emperor Chongzhen of Feng, has hereby ordered research into particle-beam weaponry as part of a scheme to advance the Imperial Military of the Dynasty following the failure of the Fengese army in many previous conflicts. As well as this, a new anti-ICBM system named the "天盾" (Tiandun, meaning heavenly shield) is within planning and construction as part of an initiative to improve Feng Dynasty's defence system, which is sorely behind.

International News:

The Department of the States announced the reopening of the AUS embassy in the Feng dynasty. The embassy was closed several months ago after intense riots and protests. President Williams had said he tried everything before making the decision to evacuate the embassy, stating, "The closure of an embassy looks like a lack of confidence into the government and could exasperate a situation." Ambassador Dunbar arrived at the embassy today with a new hope into the future of AusValia and Feng Dynasty relations.

General Vladimir of the Thanedom of jon arrived today for the official opening of the World Union Military base in AusValia. The facility was approved during the Fitzgerald administration and has taken criticism from both sides of the aisle. Several Legislators worried about the amount of foreign soldiers on AUS soil, however after the near attack by Greshimprea and Soust Calica, both sides agreed on its importance. The base will host a celebration tomorrow with an on base concert for soldiers and their families.

The President thanked General Vladimir for making the trip, and looks forward to meeting Lord Halifax the First, at a later time.

Domestic News:

Both Houses passed the President's Crime Bill, mandating that criminals found guilty of their first nonviolent drug offense be offered treatment instead of jail time. Conservatives said revising the criminal justice system will save money by moving people convicted of low-level offenses out of prison and into programs that will help reduce the recidivism rate. The Upper House was the biggest hurdle for the President, which has struck down most of what he has tried to do, but today it passed with 87-12 in favor. Overhauling the criminal justice system has been one of the top goals of the President, advocating for a shift toward prioritizing rehabilitation and reducing recidivism rather than focusing on punishment.

OOC: Hello all, the new nation of Coandawe here. I do have experience here on NS and within NU. I've written up an overview piece which gives a relatively extensive overview of the nation. I highly recommend and do ask that you take some time to read it. It is quite wordy and extensive so may take a few mins to read through but will help situate the nation. I want to emphasise that I will love to have lots of various RP from grand plots to small, local incidents and initiatives, so please do not feel free to get in touch to do so privately, agree plots for the RMB, propose ideas that I can write out with guidance etc, or just message me if you have any questions regarding Coandawe and her role in NU.

A little sideclaim, I will not necessarily be extensively active, I do aim to create interesting content, however am in full education with extra commitments so will try and at least read through most days, and contribute weekly at a minimum, that is the aim. Anyone from within my region (Northern Utopia) and but also from others is absolutely free to send me telegrams with anything from potential trade talks, to offers of foreign aid, NGO/charity entry, resource extracting rights, to RP ideas. I really encourage this and if you're not sure about an idea involving the nation, just get in touch!

A brief introduction to Coandawe

Coandawe is a country full of divides and disparities, disputes and dilemmas. Yet it is also filled with potential; both strategically, and economically. Most certainly, it is a developing nation, seeing rapid economic growth and population expansion, most clearly embodied by the gradual transition in some parts of the country from an agrarian economy, to an industrial one, and in some areas, to a services-based economy. Urbanisation, sectarian violence, corruption, inequalities, and external interference are all current major trends.

Some History

Coandawe is a relatively recently formed nation, after the Great War it began to gain ever greater autonomy, before eventually undergoing a long, and occasionally bloody process of decolonisation from its final overlord. At one point, Coandawe was divided by four separate colonial powers, often disregarding local realities such as the ethnic population of areas, historical commercial routes, and tribal borders. Even after decolonisation, the former colonial powers continued to influence the development of commerce, institutions, and governance in the country, and Coandawe became yet another scene in the competition for resources, influence, and soft power in a bipolar global order.
Today, the large variety of multinational corporations (MNCs), private military companies (PMCs), charities, faith-based organisations (FBOs), and other non-government organisations (NGOs) embody the extensive foreign influence exerted in the nation.

Geography and Natural Resources

Due to its size, Coandawe has a variety of terrains, and is in some areas relatively rich in natural resources, though conflict, corruption, weak institutions, and poor infrastructure and investment limit their benefit to locals.
The rivers Andahar, Mhir, and Lotac go through the country, providing most of the water for hygiene, irrigation, and drinking in the country areas that are not coastal- part of the eastern boundary is coastal. The further northwest one heads in the country as an overall trend, the more hilly, undulating, and mountainous it becomes, whilst the further from the west, particularly towards the south, the land is more arid.

A fault line does run near the southern border yet there have been few recorded major earthquakes. Only one tsunami ever has struck Coandawe according to records, which was during the Cold War. This saw a colonial cruiser docking to take in supplies swept into the customs office, and the temporary poverty, stretching of state resources, and weakness of the colonial military led to an outbreak of major rioting which was followed by a period of repression.

In terms of food production, the flood plains of the Mhir are the most highly developed and productive, forming a grain basket for much of the country. In less fertile and more arid areas, herds of livestock are kept, whilst in some areas extensive savannah is relatively untamed (and most lucrative for ecotourism and safaris). Poor harvests or excessive floods have however tended to lead to greater conflict or economic depression, and food security is an issue.

Wood is very much in short supply when considering the demands of the population, however where Coandawe lacks in wood, and also cheap coal, it makes up for with its other resources. Deposits of lithium, bauxite, and copper are all extremely valuable, particularly to foreign interests, whilst considerable iron ore deposits predominantly satisfy domestic needs. A couple of areas are known to hold low quality uranium, and some oil deposits have been found. It is estimated that some 75% of Coandawe's oil reserves have yet to be exploited or even discovered yet. Finally, diamonds and gold are also lucrative commodities Coandawe holds. The tributaries of the Lotac are extensively panned for gold, whilst to the north of the Andahar, in the foothills of the Andahari mountains, are some deposits of diamonds.
Fishing stocks are fast being depleted yet some rare breeds fetch a lucrative price.
The great extent of wildlife in many areas, and some spots of stunning beauty offer fantastic opportunities for the rapidly expanding, though sometimes dangerous and corrupt tourism industry. Security concerns of course limit the potential there.

Language

Coandawe has two main languages, English, and Coandi, the latter a mix of English, French, and a number of ethnic languages, although as many as thirty languages, and four hundred dialects are also spoken in the country.

Ethnicity

In terms of ethnicity, there is a small settler/mixed heritage minority, who tend to work extensively with foreign powers and companies operating in the country. They represent around 2% of the population, whilst there are three other major ethnic groups that dominate the population. The Hisuoq make up around 29% of the population, and are predominantly Christians, living in agricultural communities and the cities. The often nomadic Cerbar constitute some 23% of the population, and are mostly Muslims. The Juoroth people live in a number of the resource rich southern lands in mostly rural communities, and represent a further 16% of the population, and mostly follow tribal/spiritualist religions. The remaining 30% come from eight other significant ethnic groups, and a plethora of strong local identities.

Religion

In terms of religion, Islam (mostly Sunni), Christianity (of many denominations), and local religion dominate the country. Though there are many who do not necessarily practice their religions, they form a strong part of identity, alongside ethnicity, and few identify as atheists. Though the constitution, drafted by the first administration immediately after decolonisation prevents Coandawe being ruled as a theocracy, many sub-regions and localities follow religious laws, and resist secular institutions, whilst religion in society as a whole is seen as a foundation for social order, stability, and identity.

Governance and domestic politics

Nominally, Coandawe is a Democratic Republic, although in practice this is not universally even known, let alone fully implemented. Many of the political parties are firmly rooted in local identities, whilst electoral fraud, non-voting, and political violence are relatively common. Of course this varies extensively, as with most things in Coandawe from freedom to opportunity to poverty, and to extremism and insecurity.

Coandawe, owing primarily due to ethno-linguistic-religious divides, as well as the retention of tribal identity in some areas, is quite extensively decentralised. There are many overlapping laws, districts, municipalities, and unofficial dividing borders. A lack of centralisation, crucially in the strength of national institutions, public services, and state apparatus such as the Armed Forces leads to many divides, instability, and limitations to prosperity. However attempts to centralise often meet with opposition, difficulty, or passivity, and will require a strong will or use of force to see success.

State provision, access to public services, and the extent of welfare are often relatively devolved, and most certainly are not universal across the country.

Foreign Influence

Though Coandawe is in no official regional bloc and has no extensive trade deals with any nation, many countries and companies do trade in, through, and with Coandawe, often relatively informally. Mining rights, exclusive economic zones, free ports, and tariff circumventions are all major assets that many seek to acquire, or exclusive zones of charitable provision are surprisingly rumoured of.
A number of foreign charities, NGOs, FBOs, PMCs, and MNCs operate in the country, these can be humanitarian, proselyting, unifying, or dividing in nature, and occasionally clash with one another's interests when forming part of Great Power politics.

Societal divides

To go over some mentioned, some of the major disparities in the country include: ethnicity, religion, tribal identity, rural versus urban, suburban vs inner city, and in wealth. Attempts to address these are multi-faceted, expensive, and potentially dangerous, yet their effects can be incredibly powerful, particularly when experienced charities and NGOs are involved.

Current Issues

This non-comprehensive list of issues may sound very extensive, but in every problem, there is a potential for growth, learning, and dynamic solutions. They most certainly are not universal, and vary region by region according to geography, ethnicity, wealth concentration, and even within districts of the same city.

Food insecurity: poor harvests, flooding, conflict, limited infrastructure and technology, and soil erosion all contribute to the possibility for food shortages, or high food prices. This is exacerbated by the growing population.

Water shortages: Over-extraction, competing use for agriculture and livestock, high urban demand, and high temperatures all contribute to the potential for drought, water shortages, and high prices. This has the knock on effect of leading to people drinking unclean water.

Housing quality: Depending on definitions and estimations, approximately a 20-40% of the urban population live in slums. A lack of resources like wood and stone mean that many houses are improvised or constructed with imported bricks/other materials, or with mud bricks of varying quality. The slums are often areas of very limited welfare, poor hygiene and health, crime, and general deprivation.

Weak state institutions: Ethnic rivalries, and a natural trend towards decentralisation makes it hard for national initiatives to be carried out without extensive compromise, concessions, and exemptions. Further it exacerbates the potential for radicalisation, extremism, tax avoidance, and political distrust. One of the prime examples is the lack of a state monopoly on violence which limits the ability to hinder crime, and both encourages the view of necessity for alternative security such as self-armament, minor militias, vigilantes, and private security.

Poor democracy: Coandawe does not have much experience with democracy, and its people have many more concerns. In terms of democracy and freedoms, Coandawe has a long way to go.

Border security: Porous borders, limited customs officials and border guard numbers, and ethnic/tribal overlap over official borders hinders Coandawean security, enabling smuggling, the black market, illegal immigration, and insecurity for border communities.

Inequality of the Law: Despite an overall framework of national laws, regional variations, religious courts of law, informal tribal settling of disputes, and a small judiciary and prison system leads to low rates of official prosecution, high rates of reoffending, and unequal application of the laws, themselves not always the same as a whole. Vigilantes anyone?

The Informal Economy: Localism; weak institutions; porous borders; an influx of foreign currency and goods; and resource shortages. These all contribute towards the creation of an informal economy. This ranges from a relatively lucrative black market, to bartering occurring, to private trading being extensive (without receipts and thus tax), tax revenue, and a weak currency. The mixture of old colonial divisions, and a limited level of recollection means that in some areas, currency dating back almost a century ago remain legal tender, even longer if old coins are traded based on metal value. These factors all limit government income, itself weakening the ability of government to improve the situation/counter various issues.

Refugees: Though some actually do attempt to leave Coandawe as asylum seekers, many many more come to Coandawe as an easily reachable and often easily enterable nation to claim asylum. Some 100,000 claim or wish to claim asylum, whilst a staggering two and a half million refugees currently reside in the country. This of course requires major maintenance, is a cause of political friction, and is highly alarming considering the implications of a reversal of policy or deterioration of the situation.

Overall Trends, the Potential, and Strategic Relevance of Coandawe

Coandawe is most certainly a developing nation. It is however considered to be one of the primary contenders for the largest growth potential regionally, with an abundance of resources, and expanding population, social contexts and state institutions which can seemingly only be improved, and globalisation of services and markets all aiding this.
However despite its potential, a coinciding of large events and trends could destabilise the country, turning it into a hotbed of crime, radicalisation, and a cause for a refugee crisis.
Further, its economic significance; possession of vital, rare, or strategic resources; and relatively strategic location with entrance to three major rivers, local dominance of a sea lane; and potential to host chaos make it a scene for a power politics and influence wars.

In effect, there is more than enough to cause a Scramble for Coandawe.

Emperor Chongzhen and the Lord Engineer of the Imperial Army were standing in the grounds of the Zuiyue facility, a military base near the city of Taijing. Before them stood what appears to be a vehicle with a cannon-like gun.

"This is the prototype? What is it's name?"

"We would like to name it the Longhou (龍吼) if it pleases your Grace."

"Of course, how does it work?"

"A beam of electrons is accelerated through a tunnel of magnets with varying poles that cross the beam's path." The Lord Engineer explained enthusiastically. "It can be accelerated to near the speed of light and is able to deal large amounts of damage upon contact!"

"It does sound promising, is it tested yet?" The Emperor asked.

"Not yet, but there is one scheduled later today. Would Your Highness like to witness it's testing if it pleases Your Majesty?"

"I would love to, but the affairs of state demand my attention. I shall have to leave now. Please inform me of the test's outcome."

"Of course, farewell My Liege." He knelt. Nodding, the Emperor turned and began to walk away.
"Your Majesty, the President of AusValia has announced the reopening of the Ausvalian embassy in Taijing." Eunuch Wu told the Emperor as he followed. "He says that he has tried all he can before the embassy's evacuation and hopes of a bright future in Fengese-Ausvalian relations." The Emperor took out a fan and opened it with a single flick.
"I do hope to continue our positive relations since my father's reign. The Ausvalian embassy was damaged during the temporary Revolutionist occupation of Taijing. Send several builders to the ambassadorial district to assist in repairs."

Several foreign companies operating in Coandawe released their estimates for the rest of the financial year today. Overall profit margins have exceeded positive estimates by around 55%, whilst rate of return on investments is well in the green currently. Despite this however, one company, Niva Mining Ltd, has scaled down its operations due to 'security issues in the north-eastern Coandawe region, endangering our workers and commercial interests' according to a spokewoman for the company.

In other news two cattle raiders were shot dead, and another captured and hanged by Juoroth villagers in the south of the country. When contacted, a community leader stated that he viewed the killings as 'completely just', and 'beneficial to all people in the area'. A local police officer declined to comment other than saying that 'cattle raiders continue to harm innocent civilians when confronted, and self-defence is often necessary'. According to a socialist activist we spoke to, this did not justify the beating and hanging of the captured thief, who was reported to look around 16, though one witness claimed he was 25, despite having no evidence and being involved in the hanging.

The new metro station is being built in a town called Miknisuna (with a population of 110 500 people). This will be the 4th metro system in the whole of Skiusia. The minister of Mass Transit hopes, that this will make the local traffic problems much lower, as people can choose now a metro instead of a personal car.

The new product has been coming in most of the stores in Skiusia, which is a new convenience food, where the meat is replaced with Skusinuki meat. Many people are already eating hamburgers with Skusinuki meat on it. This has made the Skusinuki production grow even faster than excepted. However, a few activists around the nation have began protesting that the Skusinukis are people too, and they deserve to live. The protests, however, falls on deaf ears, as other people say that it has been eaten for thousands of years already, and can't be stopped.

The Skiusian Military has also begun mass-producing their own weapons, like assault rifles and submachine guns, as there is enough materials for making enough guns for the army.

We of Lake Perseverance must strenuously object to the practice of... consuming meat of sapient humans. Theoretically, we could understand on a long-haul space mission without resupply, but even that would require natural death followed by recycling. We do not currently have the capacity for nation-scale vat-human meat production, nor the resleeving of those destined for... butchering (to name two as-little-disruption-as-possible replacements), so we wish to ask the Meridian commonwealth for assistance in this endeavour. Know that this interventionist response was the least disruptive response we were able to convince ourselves to deploy.

The Universalusian government strongly condemns the the nation of Skiusia for using cannibalism as a source of nutrition and we view cannibalism as inhumane and shall be vanquished from the planet if Utopia, We will issue a trade embargo on meat products that will be signed on Novembar 26, 2019. We hope to have possibly friendlier relations in the near future, but for now, this isn't okay or accepted.

In other news, The Universalusian government has changed their flag to end the decade with some change and bring a fresh start for unus annus, annus 2020.

After having this matter brought to our attention by our friends on the moon, we are prepared to offer vat-growth technology to the nation of Skiusia. While a few restaurants in our territory have human meat offered (most of these being avant garde and/or artistic statements), we do not endorse the growth and slaughter of any animal, human or otherwise. Our meat is sourced entirely humanely, through vat culturing (and addition of a few extra chemicals for taste). If you would like to move away from the more barbaric elements of your practices, please let us know.

What Kind of Day It Has Been

Chapter One: The Shot Heard Around the World

Despite a taxing week, the President felt nothing but positive energy as he finished up his town hall event in Jamestown. Despite a shuttle emergency and an uphill battle on the criminal justice bill, he felt successful, with an added bonus that the newest polling data said he went up five more points since last week.

Williams stood up to the cheering crowd and began the long walk to his caravan of vehicles. This was only his third town hall since becoming President, but he truly liked doing them. Meeting and talking with the people. It was also set to be a quiet night, with nothing major waiting for him at the office, it was finally a chance to catch up on the World Series.

Tom, the President's speech writer walked beside him. You could now hear the crowd awaiting outside. The cheers, the excitement.

"I think I outdid myself on that speech" said Tom with a slight smile.

"You know Tom, I think in this case, the signer outdistanced the song writer" the President shot back.

They both had a small laugh before being interrupted by the head of the Presidential Security, Ron Butterfield.

"Sir, do you want to walk the rope line or go straight to the cars?" Ron asked.

"You know me, I can never miss the chance to say hello to a crowd."

The President walked over to the screaming people holding up "We Love Williams" signs and holding out various books and papers for an autograph.

It was very hard to hear over the crowd, but the energy seemed to change, like the wind before a storm suddenly dying.

Someone screamed. "Shooter!"

Suddenly shots began to rain from everywhere. Williams was unable to move, but yet he felt his body being pulled. Within seconds he was shoved into his limo as Ron Butterfield jumped on top of him.

You could hear them, bang, bang, bang.

Presidential Motorcade: 4 minutes after the attack.

Williams was trying to catch his breath, but honestly it felt like he just sprinted through a 3k race. His heart was beating so loud, that he almost didn't notice the loud sirens of the six police cars surrounding his limo as they sped towards the Palace at what felt like one-hundred miles per hour.

"Is.... anybody dead.... back there?" asked the President, in between gasps.

"We don't, I'm sorry sir.... we don't know" Ron tried to say, but he was focused on keeping his tie wrapped around his hand.

"What happened to your hand?!"

"I got hit", said Ron trying to move his fingers.

"Oh no, Cooper!" shouted the President to his driver, "Cooper we gotta get to the hospital!"

"We have to get to the Pa.."

"No, let's go, now, to the hospital"

"Sir, I have to put you in the Palace. This isn't something we discuss", said Ron forcefully.

"This is ridiculous. We have people injured, you're losing....... blood.... you're" the President's speech was slurring.

"Sir? Sir? Are you alright?"

Suddenly the President tasted something in his mouth, he brought up his hand to wipe it away before brining it back, only to see a small amount of blood. Ron quickly jumped up and began to manhandle his boss, as he looked for a wound. After just a few short seconds he found what he was hoping not to find. A whole, about the size of a nickle in the right hand side of the President of AusValia.

"Shi**, Ardner Hospital! Now! Go, go, go!" Shouted Ron as the limo jerked to the right, speeding off to the hospital.

Ground Zero: 15 minutes after the attack

It was almost like the scene of a horror movie. People screaming and running. People on their phones, cameras, light flashes, police officers, EMT's, everywhere.

Presidential Security Officer Leslie Sherman was now in charge. Ron was with the President and she was the one who saw the shooters.

Five black SUV's pull from around the corner, like clockwork, dozens of Federal Police agents, with their windbreakers on, climbed out of the car, following a small, balding man.

The man walked up to Leslie,

"What is the situation report officer?"

"Two shooters from the second story of that building", Leslie pointed to a small office building across the street. "We got them both. But there was a signal man, on the ground, in the crowd."

"There was a third suspect? What did he look like?"

"25 years, Caucasian male, little over five foot."

The man now looked concern. He turned to his army of agents.

"Fix a perimeter and shut down the airports! I want the Coast Guard and Jamestown police on alert. Drop a net over the city now!"
