The President serves as the region's WA Delegate. The World Assembly is a completely different world/creature, and there has to be an officer overseeing Thaecia's WA votes, making voting recommendations, and ensuring that Thaecia is attractive to WA nations.

I think the President and Prime Minister are quite similar posts. The main difference being executive and WA. Basically the only thing the PM doesn't have is the WA Delegacy. This makes the President somewhat unnecessary. Please tell me differently if I'm wrong.
I think the PM could get the WA Delegacy as well, or, the Delegacy is open for anyone to get through many endorsements.
