The Military is brought back to the newly formed Revolutionary State to help them gain more land. They aim to take at least the Southeastern portion of the east coast and the mainland. The process is fastened as Provinces and Cities whose leaders sided President Chung declared themselves governors under the Revolutionary State. This is a win for the Shinnokawans since they can now deal with the problem of the Shinguos.

The Shinguos were a small group of Shinnokawans who intermarried with the Kianese during the 1500s and made their own kingdom in what is now the Shinguojia province. Their language is a blend of Kianese and Shinnokawan similar to Mandarin and Fookien Chinese. Since they hold on to their culture wholeheartedly, it has become difficult to integrate them into Shinnokawa. But after comparing the cultures of Kian-Khe and the Shinguos, they find striking similarities. Prime Minister Kazuo Khan himself is a Shinguo. So, the Cultural Center of Shinnokawa sends a letter to President Chung detailing the very big similarities between the Kianese themselves and the Shinguos and suggesting that the Shinguos integrate themselves to the Kianese as to contribute to the cultural innovation of the Revolutionary State. President Chung approves and allows for the Visa-free migration of Shinguos to Kian-Khe once the area has been developed and modernized. The Prime Minister and the Legislature approves of this too.
