Otto being a psychic could feel something, something deeper in the city... something dark, something that wanted to be found.

Otto would try to reach out with his powers attempting to locate the presence as his scouts looked around for clues as to what this place exactly is and where they should start. The Scouts themselves were quite disturbed but Otto was mostly curious and intrigued like a mad scientist type of curious.
