I never said that there are not legitimate reasons to refuse an RP scenario. I just used you as an example of the nation-states rule allowing people to deny RP.

The laws are good, and in the real world, important and necessary. But RMB doesnt work unless u have super-cool genocide-level actions. If they work, great. If they don't work, also great in a different way
