Privacy--The National Intelligence Bureau has the right to request permission to access the data of all individuals within Taiwan. Under normal circumstances, the NIB cannot pressure, harass, or otherwise tempt individuals to disclose their private information. Under an investigation, the NIB has the right to file a warrant to take action to examine the data of a suspect and those around them under suspicion.

Since the need for the mercy line ended several years ago following the rise of Heijin, the railway has been used primarily by the military as a fast track between Huashan and Heijin. The trip is interrupted by military checkpoints every few miles. The country has been on a huge man hunt for WCG for more than a year now. Shardin businesses have become a source of public outrage as the notoriously racist Taiwanese public mercilessly scours the community for signs of terrorism.
When they hit the town of Hung-t'so, not far from Heijin's international port, everything falls apart. There must have been a leak aboard the train because the CTSF is out in force alongside army troops in full tankman gear. The entire crew is arrested and WCG's hiding place, in one of the cars, his literally airlifted away by a helicopter. An escorting helicopter keeps watch over the train car as it nears the impregnable stronghold Fort Sun.
