You already know that I say yes. I cannot make my point any better than the people on the thread, but I can say that OOC legislation is necessary if we want OOC fiends to go away.

When it's not extreme enough for the NS Mods to take action and the person is a citizen, we're powerless. When I filed a GHR against someone who said the N word, the NS Mods responded by saying that our ROs should deal with it. They expect us to be capable of handling such a threat. When that person is a citizen, how are we going to deal with that? A strongly worded letter? Warnings only get so far, and some people deserve to be banned for baiting.

Imagine if Lanorth was a citizen, or there was another hypothetical citizen with scores of evidence against them, but all unactionable by the NS Mods. We would not be able to get rid of them unless they committed some IC offense or took it to an extreme that would warrant Mod intervention or ignoring the Concordat. That's why I think we should allow legislation to take care of OOC problems.

If this was a strictly IC government, then we wouldn't ban residents for the same crimes. Becoming a citizen shouldn't mean the government turning a blind eye to OOC issues.

Again, the people in the new discussion thread do make better points than me. I might be oversimplifying things, but I still believe that OOC legislation is necessary.
