Region: Mariner Trench

Regional Government Elections:

Its that time again for us to elect our new regional government!

The Elders are charged with preserving and protecting the core values of Mariner Trench (MT).

Day to day business of the regional government will be carried out by elected representatives.

The MT government will practice a limited form of the separation of powers, and will have an executive, a legislature and a judiciary.

The executive will consist of the Chief Mariner, the Deputy Chief Mariner and the Minister for Foreign Affairs. The Chief Mariner is elected, but both the Deputy Chief Mariner and the Minister for Foreign Affairs are appointed by the Chief Mariner.

The main duty of the Chief Mariner is to direct region on a day to day basis by coordinating with their subordinates, and liaising with the legislature to pursue policy.

In turn, they provide a form of oversight for the legislature. The legislature will consist of the President of the Senate and either three or five Senators.

The President’s role is to coordinate the Senate through the making of bills. The President can come up with their own bills, or consider submissions from the executive or the Senate.

The Senate as a whole provides a check on the power of the executive and can require the Chief Mariner, the Deputy Chief Mariner and the Minister for Foreign Affairs to provide information on any official actions they have undertaken.

The judiciary will consist of three appointed judges who will hear complaints about the running of Mariner Trench and review the actions of the government, in order to determine whether those actions are Constitutional.

Minister for Foreign Affairs

A key part of the NationStates experience is engaging in diplomacy with other regions. Mariner Trench has a history of effective regional cooperation and participation in intergovernmental organisations, mainly in the military arena. We would like to see the Trench undertake more civilian orientated diplomatic efforts. To best facilitate this, there will be a Minister for Foreign Affairs.

The Minister for Foreign Affairs will engage in inter-regional diplomacy on behalf of the Trench. They will be a member of the executive government and appointed by the Chief Mariner, but ultimately responsible to the Senate. Their responsibilities will be as follows:

- To seek out potential allies on NationStates.
- To make reports to the Trench recommending the formation of embassies.
- To advise when embassies should be closed, in accordance with government policy.
- To liaise with other regions on NationStates on behalf of the Trench.
- To, on occasion, prepare treaties for the consideration of the Chief Elder and the Council of Elders.

The position will require the capacity to engage in research, to assess the character of other regions, along with good communication skills.

Government Structure

🞑 Mixed structure of Gerontocracy and Liberal Democracy.

§

Gerontocracy is a form of rule in which an entity is ruled by leaders who are significantly older than most of the adult population. The ancient Greeks were among the first to believe in this idea of gerontocracies. The best example of this can be seen in the ancient Greek city state of Sparta, which was ruled by a Gerousia. The Gerousia was the Spartan council of elders, which was made up of members who were at least 60 years old and served for life.

§

Liberal democracy is a liberal political ideology and a form of government in which representative democracy operates under the principles of classical liberalism. Also called Western democracy, it is characterized by elections between multiple distinct political parties, a separation of powers into different branches of government, the rule of law in everyday life as part of an open society, a market economy with private property, and the equal protection of human rights, civil rights, civil liberties and political freedoms for all people.
