I have to admit that is all stuff I probably would not have thought of, but that's the beauty of it. It allows for a lot of political immersion. The response from the faction can vary wildly depending on what faction it is; for instance, the Federation would likely move to engage and strongly encourage a trespasser to leave while the Romulan Star Empire (pre-Nemesis, of course) would waste no time in engaging to find a reason for hostilities.

Although this will take time, which is great, it certainly does look like you've laid quite the foundation already.
