It is. My plan for the United Terran Coalition is that the colonists who originally arrived on Kentouren were colonists from vastly different countries and backgrounds on Earth as a test to see whether humanity could still colonize a planet even without FTL capabilities, and the different nationalities formed different sectors on the planet, with the British sector uniting with several other sectors and conquering the whole planet to form the UTC. As such, the original cultures of the colonists were naturally diluted over time, but the original nationalities of the commanders and politicians will somewhat influence how they react to the different nations in the solar system.
