The framework in question would decentralize the government into local communities of 100,000-500,000 citizens, each community would elect a local representative to serve at an annual convention to discuss national laws and issues of that year or upcoming year.
The government would have no formal head of state, save a president whose duties it was to mediate this council of representatives, and the president would be elected by the council every 5-years.
Thus the government would only be fully centralised in the executive and armed forces.
The system he proposed called for the end of partisanship and was a radical form of traditional republicanism which had been adopted almost two centuries prior for around 50-years in Equestria.

The Political Framework that James Adams proposed was criticized by the Human Nationalists immediately upon introduction. To them, this new government was exceptionally effeminate and unable to live up to the political demands of Surainion, which they believe required a strong central government to secure the country. Indeed, the Nationalists began adopting James' Adams language against him, proposing that only a strong, centralized regime could manage to enforce and strengthen the nation. While some of them were fine with the republicanism included in his administration, particularly the more traditionalist nationalist parties, the Party of the Sovereign Right of Kings wanted Ezekiel to take the throne of the country and rule with an iron fist. The Surainian Military was strong opposed to putting itself under political control, wanted to maintain its historic perpetual independence from all forms of authority. Members of the convention not directly affiliated with Adams but supportive of egalitarian parties loved the general principles behind the constitutional provisions, but they wanted more direct democracy inherent in the system of government and wished for a representative per every 25-50,000 people, granting a total of 25-10,000 people in the National Sovereignty Council, which they said was reasonable considering the size of the Equestrian legislature at certain points. The provinces were furious at their own dissolution and rejected it absolutely, particularly the monarchist Shanxi Empire. Xeno nationalists had divided opinions on the bill, with it being divided on royalist-republican lines.

Next, the Human Nationalists alongside the Military proposed a republican government which was composed of a strong central executive appointed by relatively small democratically elected legislature of 500, the current size of the National Sovereignty Council. It gave strong authority to both provinces and the federal government to crack down on crime and investigate traitors to the regime. It denied political participation to foreign influenced parties and allowed the Military its much wanted autonomy. The proposal was essentially a replication of the old crypto-fascist regime that existed in Surainion prior to the neko plague and neko monarchies in the 2300s. However, the proposal was broadly rejected by monarchists in the SRK and xeno parties, with only minor support from democratic center who worried about its excessive provisions. Next, the Xeno Nationalists gave a throwaway proposal described by Salyvdir Hybryres of the SRK as 'become a xeno, govern later' even though it did have some interesting provisions about cyber democracy and cultural monarchism.

The ball was back in James Adams' court.
